It’s been a challenging few years in tech hiring and 2023 was no exception. Hiring freezes, layoffs, yo-yo inflation, GenAI, RTO, and rising interest rates added more complexity to employee recruitment and retention in an already dynamic landscape.
To balance these shifts, businesses pivoted and adapted. We believe the most successful companies did so guided by strong employer brand values and fair hiring practices.
To create our 2023 List of Top Employers Winning Tech Talent, we evaluated Hired tech hiring platform activity and metrics. We viewed these through the lens of our company vision values of Equity, Efficiency, and Transparency. We believe these pillars are key to making hiring better for all involved, and what ultimately lands the top talent – in any field.
For each core value, our data team produced a sub-score based on the average across the individual metrics. From there, a weighted average across those sub-scores produced the final combined score, which was then used to determine the company rankings.
Equal weight was given to each individual metric and each core value. Salary data is based on the offered salary, i.e. salary specified by the employer at the time of the interview request in USD.
Our observations of successful hiring processes (and the data) tell us these three pillars are key to attracting, hiring, and retaining top talent.
In the hiring process, Equity levels the playing field to open opportunities to a diverse range of talent. Research shows more and varied experiences, work histories, and backgrounds breed innovation.
In this context, Equity refers to how many underrepresented candidates companies interview and hire. We reviewed:
Efficiency in the hiring process expresses how streamlined companies are when advancing new candidate opportunities from sourcing to onboarding.

This year illuminated the positive impact of Transparency in particular. According to our data, new laws around salary transparency, or posted salary bands, narrowed the gender and wage expectation gap.
The impact of Transparency is profound – it yields Equity and Efficiency. By being upfront about pay and throughout the hiring process in general, companies empower employees and candidates while promoting fairness and saving time.
Hired’s platform requires Transparency from jobseekers and employers. Candidates provide a minimum base salary expectation and employers give an initial salary offer for the role when requesting an interview with a candidate. This Transparency, along with DEI hiring features such as Salary Bias Alert, contributes to greater Efficiency and Equity in tech hiring.
In this context, Transparency refers to how openly companies communicate salaries or salary bands to candidates. We reviewed:

With the challenges of 2023, many companies deprioritized DEI efforts. We saw mass layoffs of DEI personnel and less investment meant DEIB initiatives had significant rollbacks. We also may have witnessed the peak of the remote work era, which expanded hiring to more underrepresented talent. Companies are now increasingly mandating a return to the office despite the gains in productivity and the draw of flexibility remote work brings.
At Hired, we believe organizations best positioned for 2024 will continue to:
As hiring ramps up again after slowdowns and freezes, efficient processes will be key to successfully sourcing and onboarding top talent after a quick turn of events. A streamlined hiring process supports a positive candidate experience while making talent teams more productive.
From eliminating tedious tasks with AI to skipping proctored technical interviews with tools like Hired Assessments, recruiters and talent pros have more tools to get the job done even faster.
On Hired, employers can also deploy an Applicant Tracking System (ATS) integration with the platform to simplify process tracking and pull in job requisitions directly, ultimately maximizing efficiency. The payoff? Companies that have an ATS integration with Hired have a 46% better placement rate than those without.
Salary transparency legislation was the first step in enforcing company accountability and addressing wage inequality. Companies proactively being transparent with jobseekers will see gains in their candidate experience too.
Hired research revealed a majority of candidates believe pay transparency made a difference by saving time or making negotiation easier. As hiring rebounds, candidates will be attracted to employers actively fostering goodwill through Transparency. It lays a strong foundation for employee loyalty and retention.
Let’s dive into why these top employers stand out and what we can learn from them. From growing startups to established enterprises, we see organizations in a variety of industries creating equitable, efficient, and transparent tech recruiting and hiring.

Turning talent acquisition professionals into talent advisors
“Here at Cisco, we encourage our talent acquisition professionals to think and act as talent advisors, not only to candidates, but also to hiring leaders. We understand that hiring the best people starts with strong collaboration within the organization and is a team sport.
We strive to constantly upskill our talent advisors to enhance their competencies in business acumen, operational excellence and data literacy so that they’re able to act as strategic partners to the business, as opposed to simply operating as a transactional support function. This drives alignment and partnerships that result in an expedited hiring process for the candidate and equips the talent advisor with information and details to help candidates come prepared when they meet with our hiring teams.”
Building recruiting and onboarding processes to nurture exceptional candidate experiences
“We are very proud of the recruiting and onboarding processes we created. A positive experience for the candidate starts from the moment they interact with our company. First, we worked to improve our LinkedIn Belonging pages, Firstup careers page, and Comparably so that candidates could find cultural and benefits information on the company, including authentic employee testimonials.
Next, the People Ops, Talent Acquisition, and Communications Team worked together to outline the recruiting process at Firstup through a program we created called Firstup Select. This program outlines the step-by-step process so that the TA, People Ops, and hiring manager are all aligned. This ensures that the job descriptions are well-written and accurate, the interviews are organized with measurable interview questions and the experience is cohesive and seamless for the candidate.
Spending the time to outline the process, create templates (job description, rating scales, interview questions, etc.), and train employees on Firstup Select, truly up-leveled our recruiting process. And, it shows in the top-notch employees we have hired.”
Refreshing employer branding to create an authentic employee experience
“We actually embarked on a refresh of our employer brand last year, and that started with listening. We conducted focus groups to hear why people were attracted to One Medical and why they stayed. We used that to build messaging around why One Medical is a great place to work.
A strong employer brand needs to be authentic to the employee experience. The brand is not just marketing speak to attract candidates, but should also be used to retain our employees and reinforce why they choose to build a career here. We say it’s very aligned with our people experience, team, and internal communications to make sure what we say is accurate and consistent.
We know from this work that one of the most powerful parts of our employer brand is the mission. Our technology team values the ability to have real, tangible impacts on our patients and clinical teams. They get to work with the people who use the technology they build every single day. That’s really exciting. On the recruiting team, we agree. That’s why many of us are here.”
Fostering collaboration to level up the interviewing process
“We guide our teams to follow consolidated interview processes and transparency, ensuring we focus on the candidate experience too. We find that by promoting collaboration with cross-functional teams on interview panels, candidates have a better interview experience because it eliminates redundant interview steps.
We implemented a 30-minute ‘build comfortability’ call with the hiring manager and the candidate before they do a technical, meet with product or an executive interview. That way, the foundation is laid between the candidate and the hiring manager. It establishes clear expectations for the role and shakes out the nerves a bit to create a relationship between the candidate and the hiring manager.”
