Job Description

Duties include:

* Ensure the accurate development and maintenance of the program's cost and schedule baseline
* Oversee and contribute to the program's monthly and ad hoc cost/schedule/performance analysis and reporting to Senior Leadership, including for example:

o Projections of spend based on current run-rate and historical trends

o Earned Value reporting

* Ensure contract deliverables are submitted on time and are of high quality
* Ensure compliance with internal policies and procedures, as well as DAR, FAR and other government regulations
* Contribute to various financial functions such as budgeting, forecasting, and allocation
* Make recommendations to program management to improve the financial performance of the program
* Ability to address and solve complex challenges; may lead and provide guidance to various levels of staff, including staff outside of the direct chain of command
* Review and provide guidance on analyses of projected staff hours, contract totals, revenues, and profit totals
* Support Control Account Managers in managing, tracking, monitoring, and reporting financial/resource/performance data as requested
* Provide guidance and leadership to less-experienced analysts and management personnel
* Participate in new business proposals, project projections, analysis of requirements, and the generation of past performance citations
* Oversee CACI's portion of the Engineering Change Request process to ensure Engineering Change Proposals are timely and accurate. Ensure associated contract awards are appropriately baselined.
* Execute broadly delegated authority for planning, directing, coordinating, administering, and executing many routine and complex activities
* Risk management and mitigation responsibilities
* Provide thought leadership and subject matter expertise in a wide range of cost, schedule, performance, contract, finance initiatives
* Develop performance plans and evaluations of employees, and reviews evaluations to ensure equity of individual employee performance objectives, standards and ratings across staff
* Provide leadership and direction for program process improvement initiatives
* Interact daily with technical leads, CACI leadership, government leadership, and client personnel in support of the IPPS-A program

REQUIRED SKILLS AND QUALIFICATIONS:

* US Citizen
* Secret Clearance: Ability to obtain and maintain a DoD Secret clearance
* Must be a self-starter with outstanding communication skills
* Must be able to communicate with personnel and executives at all levels
* Must be able to drive organization and process improvement
* Experience on large-scale software development projects
* Experience leading a Program Management Office, including driving the function's strategy and operational direction
* Experience with developing and managing to a Program Management Plan
* Experience with generating and managing to a baselined Integrated Master Schedule, including recognizing and focusing on Critical Path tasks
* Experience managing a program with Earned Value Management requirements
* Experience with writing program self-assessments in response to award/incentive fee evaluations and overall contract performance evaluations, showcasing strengths to receive maximum fees/scores
* Experience preparing Engineering Change Proposals, including budget, resource planning, and technical approach documentation
* Experience reviewing and preparing defensible Basis of Estimates and establishing cost realism on proposals
* Proficiency in Microsoft Office products (Outlook, Word, Excel, PowerPoint, Visio, Project, and SharePoint)
* Strong organizational skills and attention to detail
* Ability to design and implement practical solutions for complex problems, integrating technology, people, and processes to drive performance improvement
* An aptitude for translating complex Earned Value, Scheduling, and Contractual subjects into clear, business-oriented communications to CACI and customer leadership
* Ability to work across diverse organizational teams to lead internal and external business efforts
* Bachelor's degree in a quantitative discipline (e.g., economics, engineering, mathematics, operations research, statistics or business) or a discipline that fosters problem solving, structured thought and creativity
* PMP Certification

DESIRED SKILLS AND QUALIFICATIONS:

* Experience with the DoD Contracting environment
* Experience with Agile software development methodologies
* Practical knowledge of the system engineering lifecycle
* Experience with facilitating or otherwise supporting program-level formal Integrated Baseline Reviews
* Experience analyzing and supporting the generation of IPMR Formats 1-7
* Experience supporting the generation and submittal of CSDR and SRDR reports
* Experience coordinating with a Risk Management Board to ensure risks are identified, quantified, and addressed within proposed budgets
* More than 10 years of staff management experience
* Experience includes high impact, high business risk accountabilities
* Proven track record of the ability to successfully execute on large programs

EDUCATION & EXPERIENCE:

Typically has a University Degree (BA/BS) or equivalent experience and minimum 10 years related work experience, including 2 or more years working as a program manager responsible for contract management and deliverables.. MBA preferred.

PHYSICAL DEMANDS:

Normal demands associated with an office environment. Ability to work on a computer for extended periods and communicate with individuals by telephone, email and face to face.
