Northrop Grumman Aerospace Systems is seeking candidates with outstanding leadership skills who would be responsible for Section Managers (SM) of the Model-Based Systems Engineering (MBSE), Mission Analysis & Requirements, System Integration & Test, Specialty, Safety, Survivability and Affordability Engineering groups reporting directly to the System Engineering & Electronics Payload (SE&EP) Director.

The System Engineering Department Manager is responsible for providing guidance to FHR Section Managers (SMs) using model-based systems engineering approaches, languages, processes and tools throughout the program lifecycle in the development of system CONOPS, analysis & requirements, design, implementation, testing, verification, and

validation. Position can be located in Palmdale, CA, Redondo Beach, CA, El Segundo, CA or Oklahoma City, OK for the PAICoE Systems Engineering Directorate. This position will support a teleworking agreement or for a current NGC employee to work at a different NGC office. A relocation to an NGAS CA location will be required within one year of accepting the offer for employment.

Will provide assistance to multiple programs within the PAICoE portfolio (F-35, F/A-18, and B-2) including the people,skills, and processes for successful achievement of program goals; managing, planning, risk, project performance,

addressing cost, schedule, technical quality, and addressing technical or operational problems when necessary. Assists SM and program staff to develop and maintain talent within the organization. Frequent contact with equivalent level managers and programs to maintain and exceed health and performance for all programs.

Essential functions:

Responsible for skills inclusive of Systems Engineering.

Provide oversight for Model-Based Systems Engineering (MBSE), Mission Analysis & Requirements, System Integration & Test, Specialty, Safety, Survivability and Affordability engineering.

Excellent communication, mentoring, interpersonal skills, and the ability to interface with senior management, section managers, peers, and employees.

Provide empowerment and ownership for processes and tools that assist system engineering & programs to achieve their goals.

Accountability for recruiting, staffing and retaining top talent to deliver on the program goals.

Owning and leading improvements across employee engagement, hiring, development and training.

Supporting proposal work, independent technical reviews, program standup and audits, and special assignments on an as needed basis.

Basic Qualifications:

Bachelor's Degree in a Science, Technology, Engineering or Mathematics (STEM) discipline from an accredited university and 10 years of experience

or 8 years of experience with Masters or 3 years with PhD

Demonstrated experience in system engineering processes and products, in addition to providing technical leadership and guidance.

DoD Secret clearance or higher with a refresh/reinvestigation within the last 6 years

Preferred Qualifications:

20 years' experience with a Bachelors, 15 years with a Masters, 10 years with PhD. in STEM.

Ability to assess program health and performance based on alignment of governing products and delivery schedules:

SEMP, CLIN, IMP, WBS, IMS, manufacturing and sustainment plans

Requirements authoring to support decomposition of standards into cost-effective solutions; airworthiness, HSI, AI, IA, EEE, ECD, RF Spectrum, and System Safety.

Management of customer Master Verification Plan into early and achievable verification criteria into testable specification language to reduce cost within program scope.

Working knowledge of Survivability engineering, consisting of LO application, development, materials, processes, and products.

Familiar with large systems using SysML/UML and requirements management tools such as Rhapsody, and DOORS.

Development of procurement specifications based on detailed hardware requirements derivation traceable to system level requirements, subsystem and or component Subcontract Management Team (SMT) support.

Experience with the PAICoE Portfolio programs: F-35, F/A-18, or B-2. Including mission understanding and Trainer and Training Systems.

Active DoD Top Secret and a background investigation within the scope of six years with program access(es).
