Requisition Number: 30636 Job Title: PROGRAMMER/ANALYST III Working Title: GIS Programmer/Developer and Policy Analyst Salary: $5,234 - $10,358 monthly Job Type: Contract Department Name: 2155-INST OF ENVIRONMENT AND SUSTAINABILITY Department Website URL: Job Summary Statement: The GIS Programmer/Developer and Policy Analyst position straddles both data management and visualization and policy analysis. This involves a unique combination of skills that include engineering level computational skills, GIS proficiency and significant understanding of policy development and implementation, regulatory and institutional frameworks at the national, state and local levels. This position is responsible for the development of CCSC web-based map products and tools. This position requires a strong understanding of modern web design and development practices in the context of tabular and spatial data presentation. The Web GIS Programmer works closely with other Technology teams to deliver innovative and quality solutions. The candidate must have a strong understanding of both open source and proprietary mapping software, spatial statistics and database management. These skills are coupled to an ability to analyze results to address policy implementation issues, as well as to write white papers and academic papers on findings for policy makers as well as academic audiences. Percentage of Time: 100 Shift Start: 8:00 am Shift End: 5:00 pm Qualifications for Position

10 Records Qualifications Required/Preferred

A graduate degree in GIS, urban planning, environmental science, urban planning, computer programmer, or related areas of study with a particular focus on energy and material flows, or an equivalent combination of education and work experience.

Required

Two to four years of professional research or analytical experience, or an equivalent combination of education and experience. Ability to write well for expert audiences as well as public facing policy briefs.

Expert in with web-based mapping.

Required

Experience working with address level consumption data.

Required

Knowledge of the geographic differences in energy consumption across Los Angeles and the factors that influence these differences.

Required

Knowledge of principals of urban metabolism theories and principals.

Required

Expertise in a range of programming languages including Python.

Required

Expertise working with a range of mapping platforms, both private and open sourced.

Required

Exceptional attention to detail and time management skills.

Required

The ability to set priorities and meet deadlines.
