Education BS in CS or related Field

Location Arlington VA

Responsibilities

* Evaluate existing OIG website (oig.state.gov) hosted in the Drupal environment
* Recommend new hosting environment and new hosting technology to move OIG website that will include a content management system. Provide recommendation as a proposed solution to Chief Information Officer (CIO) or designate for approval. Any re-design of the website should be modular, scalable, extendable and secure
* Create a plan for setting up and configuring new hosting environment
* Create a plan for migration of the existing website with no data loss and minimal downtime
* Perform website migration with no data loss and minimal downtime. The migration has to be completed in four months after start of work on this task.
* Meet with stakeholders to gather new requirements for enhancing and/or modifying the website after it has been moved to the new environment on an ongoing basis
* After approval by the CIO or designate, implement enhancements and changes with no downtime or data loss
* Work with other team members to create Power BI reports and dashboards from various data sources
* Assist with SharePoint Online administration tasks
* Assist with other tasks as assigned by the CIO or CIO designate

Qualifications

* Demonstrated experience analyzing and implementing independent government IT infrastructures
* Extensive experience deploying new infrastructure requirements in government IT offices
* Demonstrated experience planning new programs and initiatives to address problems identified in situational assessments
* Substantial understanding of enterprise, platform, industry, and solution architecture best practices
* Ability to prepare clear and concise reports to and present to senior leadership
* Ability to provide logical and consistent recommendations for change based on industry best practices
* Demonstrated knowledge of statutes, standards, guidance, mandates, and regulations governing Federal IT systems and networks
* Subject matter expert with demonstrated strong skills with website architecture, design and migration.
* Demonstrated strong skills with selecting web hosting software with content management system (CMS).
* Demonstrated skills with Drupal CMS, Drupal headless, Azure hosting, web server configuration, database integration, public website security, DNS, integration with other applications and/or plugins, organizational branding.
* Demonstrated skills with social media integration, search engine optimization, web statistics per federal government guidelines/tools
* Demonstrated skills with project management for complex web projects
* Familiarity with DevOps methodology
* Demonstrated skills with Section 508 compliance requirements

Minimum Requirements

* Obtain a Secret Clearance
* Obtain CompTIA Security + certification
* 3-5 Years technical experience in Web Development/Content Management
* Excellent Communication Skills
