Harborview is the only designated Level 1 adult and pediatric trauma and burn center for Washington, Alaska, Montana and Idaho. It is owned by King County, governed by a Board of Trustees appointed by the county, and operated by the University of Washington. In addition to housing several centers of emphasis - behavioral health, neurosciences, orthopedic reconstruction and rehabilitation, vascular, eye and AIDS/STD - Harborview also has a specific mission to care for the county's most vulnerable populations. Harborview earned the prestigious Foster McGaw Prize for Excellence in Community Service in recognition of the important role it plays in delivering high quality care throughout the community.
Harborview Medical Center provides interpreters (in-person and telephonic) for over 400 encounters per day, serving over 100 languages throughout the year. Limited English Proficient (LEP) and Deaf / DeafBlind patients account for 19% of outpatient visits, 12% of inpatient admissions and 14% of ED visits at Harborview. One out of every six patients at Harborview is limited English proficient (LEP) or Deaf and requires communication assistance through interpreters in order to fully access care.
Communication assistance has been in place since the late 1970's, when Harborview began seeing patients from Southeast Asia (Vietnam, Laos and Cambodia) and bilingual medical assistants were hired. As the numbers of refugees and immigrants in King County grew and the number of patient languages multiplied, there was a clear need for a more robust program. Harborview's Interpreter Services Department (ISD) took shape in 1997. The mission of ISD is to ensure parity of access and care and to contribute to parity of outcomes for LEP and Deaf individuals, families and communities. The department's approach is to offer a continuum of services to LEP/Deaf patients, their communities, and the providers who care for them. These services include interpretation, education, navigation and cultural consultation and mediation. There are three distinct programs within the Interpreter Services Department (ISD): the Interpreter Services Program, the Community House Calls Program, and the EthnoMed Website.
Since it was created in 1996, the EthnoMed Website (http://ethnomed.org) has grown to provide a robust and publicly-available selection of media-rich content relevant to health disparities, with content generated through project coordination and collaboration with medical and public health care providers, bilingual/bicultural staff, health sciences students, and refugee/immigrant community partners giving input. The website houses an inventory of more than 4700 files in a variety of different formats served from 10 content directories within the website. About 50% of the total files are content pages, and the remainder is audio, video, and text-based files. The types of information on the website include cultural profiles; clinical topic articles; patient education materials in multiple languages and formats; collections of tools and information about working with interpreters, cultural competency and humility, immigration issues, and religion; and a calendar of community events, cultural celebrations and fasting holidays. In addition to the website (currently on a Plone content management system platform), staff maintains a Twitter feed (@EthnoMedUW) and You Tube playlist of videos, and sends periodic newsletter communications to a subscriber audience, internal and external to UW. EthnoMed reaches a local, national and international audience that averages around 425,000 visitors annually. Internally, UW Medicine LMS Annual Competencies Training and New Employee Orientation refer HMC staff to EthnoMed.
The Interpreter Services Department at Harborview currently has an outstanding opportunity for a part time 60% FTE day shift WEB INFORMATION SPECIALIST. This position provides leadership to promote the educational and care missions of the Department and Harborview by supporting a goal of providing information resources that enhance understanding between the medical culture and the cultures of patients and thereby help address disparities in care. The purpose of the Web Information Specialist is to develop and maintain online information resources (website, social media, etc.) that meet technical requirements and opportunities of modern web information technology and content management practices required for a trusted public-facing resource, and to create meaningful, accessible information about culture, health and community resources for health care providers who see patients from diverse refugee and immigrant communities.
The Department needs someone who can blend the skills of technical website content management and basic programming, with the creative skills of writing content and collaboration. This position requires partnering with Health Sciences Library regarding cloud server hosting configuration and management; balancing server bandwidth with space demands of media-rich content; assisting the small Harborview program team in navigating the elements and process involved in migrating website content into a new platform with updated design and information architecture; adhering to UW accessible technology policies including captioning legacy and future video content; managing social media and digital marketing initiatives; and creating attractive and meaningful web content, considering UW Medicine branding to ensure message and branding consistency.
This position will lead information management of the EthnoMed Website and related social media, operationally overtime and presently during a transition of migrating existing website content into a new design and content management system (from Plone to WordPress) with cloud-based service. This platform transition and upgrade is happening in partnership with developer and systems lead at UW Health Sciences Library, the location of the physical servers and historical technical support underpinning the existing ethnomed.org website, and in close collaboration with the small team of EthnoMed program coordinator and supervisor, and medical director, at Harborview. Other responsibilities of this position include coordinating and implementing content management and marketing strategy for an accessible website and social media, producing multi-media web content, and community and stakeholder engagement.
Duties & Responsibilities:
Website Production and Content Management System Maintenance:
Initially, help with the migration of an existing website from Plone to WordPress.
Update and publish site content in WordPress (feature articles and informational posts on clinical and cultural topics, news and calendar items, patient education materials and provider resources, etc.)
Using basic HTML language and the content management system of Word Press, update website platform with new content; ensure new code and security updates are accurately and appropriately captured by testing updates and new code
Select and edit appropriate images and graphic elements, audio and video content, using current image, audio and video editing software (such as Photoshop, SnagIt, Adobe Audition, Adobe Premiere) to optimize for bandwidth, storage and delivery of web content
Monitor a queue of web change requests and make updates as required
Assist with coordination and implementation of improvements in design, content, accessibility and usability, with particular attention paid to UW IT Accessibility Guidelines
Resolve technical website issues and updates, in collaboration with ISD and HSL colleagues and cloud server host
Maintain updated system documentation
Writing and Creating Content:
Develop ideas, write and edit for web content, digital marketing assets, presentations and other projects.
Research, write and edit text and multimedia content for features, educational tools, blog posts using clear and concise language for diverse audiences
Work with faculty, staff and students to develop and update content
Edit and review content produced by other team members
Translate information gathered from community and clinical project partners into culturally relevant and responsive educational content for health care providers and other users of the EthnoMed website
Work with photographers and others to create and obtain visual content.
Assist in production of e-newsletters and other outbound communication using appropriate platforms
Develop content plans and editorial calendar in collaboration with EthnoMed team and stakeholders
Lead initiatives to update websites as necessary, including establishing timelines, deliverables and content experts.
Liaison with appointed project leads to assure the overall direction and integrity of the project(s) and disseminate information to stakeholders.
Social Media and Marketing:
Share the maintenance of EthnoMed's social media presence with the program team (currently Twitter, YouTube), scheduling content updates and promotions
Work with the program team to use social media to extend the reach of web content
Identify, implement, and report on improvements in social media presence
Work to gain audience over time
Reporting and Analyzing Metrics:
Execute and communicate reports and analysis on a regular basis to inform online strategy, user analytics/preferences and impact.
Use search engine optimization (SEO) guidelines and web analytics (e.g. Google Analytics) to inform decisions about content development and promotion and make recommendations
Attend department functions and meetings, community-based meetings and health fairs
Compile occasional reports and analyses of industry trends
Lead projects from inception to completion and project manage
Coordinate marketing plans
Triage basic hardware and system/standard software problems
