The Agency is interested in IT Modernization efforts and Re-skilling and Workforce Transformation. Re-skill and up-skill employees impacted by IT modernization efforts, evolve workforce to more 21st Century skill sets and work practices, and enable the workforce to drive successful IT Modernization efforts going forward utilizing in-house talent.

The Web Developer collaborates with other members of the creative services and account team to create web sites, web applications and technologies for a variety of advertising and marketing campaigns. Translates the needs of the client into an effective web based platform. Designs, develops, troubleshoots, debugs, configures and maintains website(s) for internal and external communications for the company and/or for external customers and clients. Ensures website(s) is available to the desired audience with appropriate links and security. Develops, assesses and communicates website usage and security policies and procedures. Designs web page layout, graphics, color schemes and infrastructure to maintain a cohesive website based on the organization's communications strategies and goals. Researches and evaluates new related technologies. Understands 508 compliance and ensures web sites and pages are 508 compliant according to the customer's standards. May mentor junior developers.

Qualifications

Education and Experience:

* Bachelor's degree in a related field and nine (9) years of systems programming experience, including leadership skills. Includes comprehensive knowledge web development and the ability to complete highly complex assignments.



Required Skills:

* Knowledge and/or experience of application development tools.


* Ability to work effectively in a team environment and contribute towards organizational and program goals.


* Demonstrate willingness to exercise initiative with focus on enhancing the team effort.


* Ability to identify troubleshoots, analyze and resolve issues in a timely and appropriate manner to meet or exceed performance metrics/service level agreement.


* Ability to assess effectiveness of existing application systems and develop customize [applications] when required.


* In-depth and demonstrated skills in written communications, documentation, standard operating procedures, user guides, and similar products to clearly disseminate relevant information, increase user awareness and provide relevant training materials.


* Extremely strong, proficient and demonstrated oral and written communication skills with experience working effectively with senior management officials, project management team members, and technical staff members.


* Strong organizational skills.



Clearance Requirement:

* Must be a US citizen and have the ability to obtain a Public Trust security clearance.
