Responsibilities

Applies experience and advanced technical knowledge relative to a variety of telecommunication applications ranging from Internet Protocol (IP) networks, Time Division Multiplexing (TDM) technology, fiber optics, microwave technology, telephone systems and/or Private Branch Exchanges (PBX) systems. Utilizes telecommunications experience and knowledge to accomplish assignments and develop plans and techniques to improve programs and policies. Understands how this technical area interacts with, or is affected by, other disciplines and considers the objectives of the major subdivision and/or LOB when developing, integrating, and implementing solutions to diverse, complex problems. Plans and schedules the installation of new or modified hardware/software and telecommunications systems. Allocates systems resources. Manages accounts, network rights and access to systems and equipment, administers passwords. Maintains integrity of mainframe, hardware, software and/or telecommunications systems. Implements policies and procedures to ensure systems reliability and accessibility and to prevent and defend against unauthorized access to networks, systems, and data.

Plans, develops, implements, and administers systems for the acquisition, storage, and retrieval of data. Manages databases. Monitors assigned systems to insure they remain in an operational status. Analyzes problems and restores systems/service. Responsible for system design and integration; investigation and inspection activities, and compliance and enforcement actions. Defines, plans, and organizes assigned resources to accomplish organizational objectives. Allocates resources to accomplish small work-activities within established schedules. Contributes to the preparation of management/technical reports or contractual documents, and may communicate the overall results of a project or work activity to FAA management, the aviation and aerospace industries, and other external parties. Established policies/procedures provide guidance for most assignments, but allow considerable discretion to select the most appropriate approach, or to recommend new approaches. Assignments typically require solutions to be derived by interpreting and extrapolating from situations faced in the past. Provides recommendations to improve work processes. Provides guidance to lower-level technical staff on how to solve difficult technical issues. Resolves all but unique technical problems without the intervention of management or a more experienced technical specialist. Identifies and informs management of problems that require their attention. Often develops and recommends techniques to address problem situations. Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity. Work activities typically support and may be vital to the success of projects or activities of one or more organizational units, subdivisions, and LOBs/Staff Offices. In some areas, the work may affect the safety and security of customers. Coordinates projects and programs, may act as a team leader and provides technical guidance and support to lower level technical employees. Contacts are internal and external. May act as a key technical point of contact for assigned activities. Duties may have a direct impact on the National Air Space (NAS).

Qualifications

To qualify for this position, all applicants MUST demonstrate in your application that you possess at least one year (52-weeks) of Specialized Experience. To be creditable, Specialized Experience must have been equivalent to the next lower level grade level (FG/GS-12) or Band Level (H) in the Federal service. Specialized Experience may include, but is not limited to:

* The candidate shall possess skills in project management, administration, implementation, integration, operations, and maintenance of telecommunications systems.
* Experience with a telecommunication applications ranging from Internet Protocol (IP) Networks, Time Division Multiplexing (TDM) technology, fiber optics, microwave technology, telephone systems and/or Private Branch Exchanges (PBX) systems.
* Knowledge of the NAS operation, organizational structure and technical requirements outlined in FAA Orders and Policy to ensure all services are procured, maintained and available for the user.
* Knowledge with Network Management and Operations, FAA Telecommunications Infrastructure (FTI), Operational Situational Awareness Monitor (NMO)/(FOSAM) and Telecommunications Operational Management Tool (TOMT).
* Knowledge with FAA NAS systems such as FAA Administrative Voice Enterprise System (FAVES), Bandwidth Manager (BWM), and Radio communication Link/Low Density RCL (RCL/LDRCL).
