This position is located in the Bureau of Information Management Resources, where the incumbent serves as Telecommunications Manager (Branch Chief) with the Business Operations Management Branch (BOM) in the Telecommunications Wireless & Data Division in (IRM/OPS/ENM/TWD/BOM). The TWD Division (IRM/OPS/TWD) is responsible for policy development and promulgation, standards preparation and enforcement, program planning and direction, financial planning, budget formulation and execution.

Responsibilities

* Provides supervision to technical staff. relating to design of the TMS system, formulation of requirements, design of reports. Represents the Division and Department in meetings with senior managers and technical experts to design solutions.
* Plans and directs the conduct of feasibility and application studies. This includes planning and management of overall development of the TMS system and procedures responsive to new requirements, and other technical documents.
* Serves as adviser and performs liaison on domestic telecommunications systems, including serving as the Divisions representative on committees, senior technical working groups and evaluation panels and as a participant in seminars and conferences.
* Develops, coordinates and manages the Department's financial plans for major DOS telecommunications systems procurement and operations.
* Establishes the technical functions and workload objectives taking into consideration overall Office of ENM and Department of State goals and objectives.

* Incumbent will be subject to random drug testing.
* U.S. Citizenship is required.
* Must be able to obtain and maintain a Top Secret security clearance.
* New supervisors must successfully complete a 1 year probationary period.
* This is a supervisory position.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and

abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures,

and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.

In addition, qualifying specialized experience must demonstrate the following:

Experience preparing a comprehensive financial plan encompassing all categories of expenditures and develops cost allocation or charge-back programs.

Experience evaluating contractor performance and exercises judgment in ascertaining whether contractor performed work meets the standards necessary for authorization of payment.

Experience establishing goals and objectives for subordinate personnel and plans work for such subordinates, to include prioritization of work and scheduling.

Experience serving as an adviser and liaising on domestic telecommunications systems acquisition activities.

There is no substitute of education for specialized experience for the GS-14 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

* Ability to assign, review, and supervise the work of others;
* Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
* Ability to adjust to change, work pressures, or difficult situations without undue stress;
* Willingness to consider new ideas or divergent points of view; and
* Capacity to "see the job through."
