Summary of Essential Job Duties:

Guides and consults with EIS technology and/or applications teams in support of a consistent technology and applications architecture. Considers systems integration issues across systems and applications platforms. Plays a key role in the development of EIS architectural standards and guidelines. Educates EIS individuals and teams on the need for consistent standards for systems and applications development. Leads projects across multidisciplinary teams for requirements definition, vendor selection, and information systems implementation, testing, and support.

Job Responsibilities (the scope of responsibility, department and position levels including knowledge and practice of the clinical/technical skills necessary to the position):

1. Provides expertise, management, and leadership for EIS software and systems development projects.

2. Scans, evaluates, selects, and integrates new technologies and toolsets.

3. Leads and participates in the development of documentation, policies, procedures, and standards for systems and software development. Oversees the documentation of technical architecture, design and analysis work.

4. Understands, advocates, and supports the department's information technology strategies.

5. Partners with applications and technology teams on large scale projects. Participates in team meetings, provides guidance, identifies architectural gaps and/or issues and helps guide the team(s) toward resolutions

6. Participates in EIS informatics teaching, research, and publishing efforts.

7. Implements the CSHS technology architecture guidelines for technology infrastructure and application development.

8. Analyzes the current business, clinical and technology environments to detect deficiencies and recommends solutions for the improved uses of information technology.

9. Integrates requirements, workflow, and logical processes with the hardware and operating system environment and interfaces between diverse systems.

10. Collaborates with infrastructure and application development teams to define and update technology architecture at all levels.

11. Facilitates and promotes the standardization and implementation of change management, asset management, resource management, and project/program management tools across teams and throughout the department.

12. Establishes auditing procedures and periodic external reviews to ensure continued system and data integrity.

13. Coordinates post-implementation continuous improvement efforts in system performance, reliability, and functionality.

14. Participates in the recruitment and selection of certain high-level technical staff, develops and oversees training programs in tools and methodologies for development and infrastructure teams, and leads or manages special project teams as assigned.

Educational Requirements:

* Bachelor's degree in CS or EE; or other STEM discipline that includes EE/CS courses
* Master's degree preferred

License/Certification/Registration Requirements:

N/A

Experience:

* Ten (10) years experience with healthcare information systems in a complex multi-platform environment. Experience should show progression in complexity of projects over time
* Strong analytical and conceptual skills
* Ability to create original concepts/theories for various projects
* Comprehensive knowledge of problem analysis, structured analysis, and design and programming techniques.
* Demonstrated expertise in a wide range of software development, client/server, relational database, systems integration, and networking technologies.
* Familiar with a broad range of systems, API's, protocols, and standards, including but not limited to: Oracle, Cache, SQL, ODBC, JDBC, HL-7, Java, JavaScript, HTML, HTTP, TCP/IP, Windows NT, LINUX, and UNIX.
* Demonstrated expertise in project management, systems analysis, customer relations, and vendor contract negotiation and management.
* Excellent interpersonal skills
* Able to deal effectively with diverse skill sets and personalities, and provide strong team leadership, including issue facilitation, negotiation and resolution.
* Ability to effectively adapt to rapidly changing technology and apply it to business needs
* Expert with mainstream office automation, project management, presentation, and communications tools.
* Excellent oral, written and presentation skills.
