The Agency platform supports the complete award life cycle for loan repayment and scholarship programs. It is designed to ensure that repayment and scholarship programs are managed efficiently and in compliance with mandated Agency-wide and Federal policies and procedures.

The Technical Project Manager is responsible for day-to-day financial analysis of area operations and for the project team. Integrates all functions and activities necessary to perform the project to meet the customer requirements.

Plans and implements actions by the project team to define and implement technical baseline and meet quality requirements for project products and services. Uses Agile software development methodology and best practices. Oversees and manages other technical team members; provides the overall management of the project direction as related to functionality, schedule and budget; insures adherence to project management; provides overall project and budget planning, monitoring and control; provides periodic status reports for Senior Leadership. Coordinates project issues and dependencies; reviews and approves architecture and product direction; secures acceptance and approval of deliverables from the project sponsor; responsible for status reporting, risk management, and escalation of issues that cannot be resolved in the team.

Determines platform user needs; analyzes system capabilities to resolve

problems on program intent, output requirements, input data acquisition, programming techniques and controls; prepares operating instructions; designs and develops autonomous services, desktop applications, web applications, scripts, and utility programs. Ensures software standards are met. Reports to BPA Program Manager.

The Technical Project Manager shall perform the following tasks:

* Prepare and submit documents such as charters, project process agreements, project management plans, work breakdown structures, requirements specifications, test plans, architectural and software development plans, risk management plans, benchmarking analysis, alternatives analysis, market studies (such as off-the-shelf software, web services or cloud technologies) and other related EPLC documents.
* Prepare and deliver project plan presentations for leadership, project teams and other specified staff.
* Submit recommendations for implementing best practices, innovative technologies and process changes.
* Provide program governance services through the development and implementation of standard operating procedures (SOPs) that contribute to continuous process improvement.
* Provide meeting facilitation services and create meeting agendas, meeting minutes for face-to-face and online meetings.
* Develop recommendations for project recovery efforts.
* Provide a Monthly Status Report for each monthly reporting period. The monthly report shall cover all systems/modules covered by this task order.

o The report shall contain nine (9) sections:

o Project description,

o Activities planned for the upcoming reporting period,

o Activities performed during the prior reporting period,

o Progress on deliverables as stated in the Project Management Plan and Enterprise project life cycle documentation, CPIC/EVM Report

o Project issues and risks that may impact schedule, budget, and/or quality,

o Details of the resources used, total hours, and total dollars expended at the project level during the reporting period on validation and verification activities for all program specific modules,

o Customer compliments, and

o Complaints Report

* Provide a final report for each call order that includes all previously delivered; templates, meeting materials or presentation slide decks, as well as any incorporated corrections or clarifications based on comments and questions provided by the Government during meetings and presentations. The final report deliverable is due no later than 10 business days before the end of each call order.

Qualifications

Education and Experience

Bachelors and fourteen (14) years or more of related experience; five (5) years of experience working on projects or programs with at least two (2) years of successful task lead experience.

Require Skills

* Ten or more years using Microsoft Project or comparable software
* Eight or more years using Agile software development methodology and Software Development Lifecycle (SDLC)
* Five or more years working with Microsoft Windows and Web Server technologies

Desired Skills

* PMP Certification
* Experience with HHS Enterprise Performance Life Cycle (EPLC) requirements, Earned Value Management (EVM), Capital Planning and Investment Control (CPIC)
* Experience on programs that utilized these COTS or open source software languages such as JBOSS, jBPM, IIS, Apache, and SOLR.
* Experience with SQL Server Relational Databases.
* NIH or health care industry experience preferred.
