Position Description:

As a Senior Technical Director for a 400+ employee Homeland Security mission-critical program, you will perform digital transformation and migration for a large application portfolio exceeding 90 applications. The Technical Director will deliver IT excellence and foster innovation within the Cloud, lead a team of Portfolio Managers, Application Developers, Operations and Maintenance staff, security staff and teams of System and Database Administrators. Work with fellow Directors, Analysts, Engineers, SMEs and Developers to form the best minds in solutions and provide innovative solutions to the client.

Your future duties and responsibilities:

Candidates will be required to provide an extensive understanding of the architecture and processes for large, complex cloud environments, mainframe, client server, n-tier and web architecture and application O&M processes. Candidates will interact with internal/external technical and functional groups to form a cohesive project team. Successful candidates will perform job activities in a thoughtful and careful manner with the goal of providing uninterrupted service to the architecture and user community within the defined system availability times. Work to include, but not limited to:

* Assist in virtual/physical network and system design within the cloud.
* Plan for and tune all web, middleware, DB instance components within RHEL and WINTEL platforms.
* Develop automated deployments via Puppet and like tools for provisioning, monitoring, scaling and management.
* Responsible for P/L for large installations.
* Achieve desired internal and external metrics for client and member satisfaction.
* Work pre-sales calls and function as capture management lead on new opportunities. 

Required qualifications to be successful in this role:

* Due to the nature of this government contract, US citizenship is required.
* Bachelor's degree in CS, CE, IS/IT or like technical degree. 4 years of applicable experience may be substituted in lieu of degree.
* 15+ years of practical experience leading large IT installations.
* Must be able to successfully complete a CGI background check to start employment.
* Knowledge of the following technologies: 0pen source tools, including Angular, Mongo DB, Sprintboot, TOMCAT, Maven, AngularJS,React, Npm, Gitlab, Postman, Graddle, SonarQube, Jenkins, AqyaScan, DCOS, OpenShift, Junit, Docker, J2EE architecture, Net Architecture, Web-Enabled Mainframe Architecture, SAP Financial Management System, Remedy Service Center, Mission Critical Real Time Application Architecture.

Additional functional knowledge:

* Asset management
* Geospatial
* Case management
* Alert/disaster management
* Document management

Desired:

* Solid OO programming in C++, J2EE, or scripting via Perl, Python, etc.
* DevOps experience with Ansible, Jenkins, Chef/Puppet.
* Performance monitoring development via JMeter or like technology.
* Interface development via CA Technologies or like ESB systems.
* BPM development via Dynamics, Salesforce, ServiceNow or like BPM software.
* Experience in Azure/AWS/VMware Clouds.
* Certified Java Programmer.
* Certified Azure/AWS Cloud Architect.

Knowledge and experience using the following is also desired:

* CBP Technology Reference Model (TRM).
* CBP Service Oriented Architecture (SOA) processes.
* CBP data management process.
* CBP Business Continuity Planning (BCP) processes.
* CBP CARD process.
* DHS/CBP National Information Exchange Model (NIEM) requirements.
