Overview

LMI seeks mid-level project analyst to support a federal program management office in Washington DC. Join our team of collaborative self-starters focused on delivering practical and efficient solutions to help our client keep U.S. borders safe and facilitate travel and trade. As part of our high-performing team, you will augment our vital work to provide "eyes and ears" technology to protect our nation.

Responsibilities

The Tactical Infrastructure Project Analyst is responsible for supporting the Planning and Project Execution Branch or the Tactical Infrastructure Branch in various facets of project analysis regarding their respective projects, for ensuring that all systems data is updated correctly, and in assisting in the development of required project documentation and reporting.

The Project Analyst duties include assisting in the development of a Projects Requirement Document (PRD) and routing it for signatures, quality control of the Facilities and Infrastructure Tracking Tool (FITT) data, and assisting the Project Manager in updating the FITT project information.

The successful completion of their responsibilities requires strong analytical, organizational and writing skills; proficiency in government systems including FITT and; familiarity with Customs and Border Protection (CBP) processes, and; strong interpersonal communication skills, as they must communicate with people through all levels of the program, including PMs and leadership. Specific duties include:

Systems Updates and Quality Control (QC):

* Making updates and tracking and routing change requests in FITT
* Cross comparing project data in FITT against the PRD
* Reviewing schedule information weekly on all projects
* Assisting in processing project change requests and facilitating the change request process

Reporting:

* Supporting the Project Manager(s) with taskers across their assigned portfolio
* Tracking status on all projects in respective corridor/program. Maintaining up to date information pertaining to schedule, progress, performance (issues), and cost estimates
* Providing input to communications team for weekly updates and for project briefings, as required
* Completing ad hoc briefings, reports, and taskers
* Assisting Project Manager with distributing daily construction reports
* Tracking actions for assigned Wall Projects or TI projects
* Reviewing project cost estimate worksheet monthly with project manager(s). This includes the KC Budget Tool for USACE projects. Burn rate on project should be assessed in coordination with financial analyst to determine if additional funding will be required to complete the project
* Participating in all team meeting and capturing and distributing meeting minutes and action

Documentation:

* Supporting Project Manager in the development, routing, and completion of Project Requirement Documents (PRD)
* Assisting Project Manager in the development of the initial PRD language including standard language and initial requirement information
* Performing initial review of the PRD prior to routing for technical review
* Coordinating and facilitating PRD development meetings and assign PRD portions to the appropriate SME for completion
* Routing PRD, Risk Matrix, and Cost Estimation Worksheets for review
* Distributing final approved PRD to Project Development Team

Qualifications

* Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.
* Previous DHS acquisitions management work.
* 3 to 10 years' experience and a Bachelor's degree in architecture, engineering, business, management, finance, or a related discipline;
* Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance use, and employment verifications; active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.
* Previous work with CBP tactical infrastructure is a plus.
* Knowledge of internal databases and reporting tools, including FITT
* Knowledge of internal Border Wall PMI processes, including PRD process and CR process
* Knowledge of acquisition method requirements
* Capitalization process and requirements
* Understanding of project lifecycle (inception through execution, and maintenance through disposal)
* Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
* Ability to communicate clearly with a variety of stakeholders.
* Ability to effectively solve problems.
* Strong communication skills, both oral and written.
* A true team player who maintains a positive attitude in a dynamic environment.
* Prior experience in project management support preferred. Project Management Professional (PMP) certification is a plus.
