JOB DESCRIPTION:

This position will support an OPIR Joint customer Program Office responsible for acquiring the Overhead Persistence GEOINT Architecture (OPGA) that will provide the user community with OPIR capabilities in a modular, open architecture that provides global, persistent, real-time surveillance and activity based intelligence information. This position supports a hybrid Agile process with the Government as the overall integrator in a Cloud Environment. The successful applicant will provide SETA support for a range of system engineering efforts and technical expertise, continuity of effort and value-added judgment to advise and assist the customer's leadership and contract teams.

SPECIFIC TASKING/PROJECT SUPPORT:

* Coordinate artifacts and recommendations to be used by government customer to inform planning and decisions


* Perform requirements traceability and coordinate requirement priorities to assist informed management decisions (budget, technical, and schedule)


* Conduct analysis, derivation and evaluations for/of requirements/needs affording recommendations


* Conduct analysis and evaluations- making recommendations and providing advice and assistance to include preparing criteria and analytical aids, briefings, reports and presentations


* Assist in introducing changes to mission management capability including test monitoring and training and exercise performance


* Assist in ensuring that Space Based Infrared System (SBIRS) data is disseminated to the broader community in a reliable and timely manner


* Assist in the dissemination of SBIRS wideband data to the broader community to include developing new projects to disseminated SBIRS next generation sensors


* Assist in managing efforts to significantly improve the location accuracy of the SBIRS sensors through enhanced ground processing


* Assist in the management of the AGE Battlespace Awareness/Space Situational Awareness/Space Situational Awareness enhancements Provide local support in dialog with performing industry partner


* Assist in the development, fielding and testing of SBIRS program migration to Common Message Format (CMF)


* Attend design reviews and review requirements documentation for solution integration


* Provide support to Program Managers from external agencies to ensure delivery of Program Office projects to Department of Defense (DoD) partners; including Senior Material Leader in SMC/RS


* Witness system testing for transitioning development assets to operations (field/test/certify)


* Synchronizing and de-conflict inter-service/agency architectures


* Administratively support TS/SCI network accounts for SBIRS personnel



Qualifications

Clearance required to start: TS/ SCI with Polygraph

Clearance able to maintain TS/SCI with Polygraph

REQUIRED QUALIFICATIONS:

* Bachelors and fourteen (14) years or more experience; Masters and twelve (12) years or more experience; PhD or JD and nine (9) years or more experience


* Must be a US Citizen with active TS/SCI security clearance with polygraph


* Broad understanding of space and/or ground systems, hardware, software, operations, and their interdependence


* Direct experience supporting USAF SMC SBIRS System Program Office business operations/programs


* Working knowledge of AGILE Scrum and SAFe software development methods


* Working knowledge of IC principles, procedures


* The ability to work proactively, independently, and/or as a member of a highly effective technical team while developing approaches


* Understanding of cross-component and remote interface testing


* Demonstrated ability to establish and maintain effective working relationships with customers


* Proficient with Microsoft Office Suite and various SE, PM tools



Requires overnight travel up to 10 percent of the work year

DESIRED QUALIFICATIONS:

* Detailed knowledge of current and future acquisition plans of the SBIRS program


* Detailed knowledge of OPIR Battlespace Awareness Center


* SAFe Agilist certification
