Job Description

Desired Clearance Requirements: Possess current TS/SCI (Top Secret/Sensitive Compartmented Information) clearance based on a current SSBI (Single Scope Background Investigation) background check.

Desired Experience: Bachelor's degree and/or Master's degree in Computer Science, Engineering, Information Technology, Mathematics, Physics, or related technical discipline.

Desired Experience: Ten (10) years' experience should be in planning and design of afloat/ashore communication, telecommunications, oceanographic processing facilities, data centers, submarine fiber optic cable, and information systems to include evaluating user systems, processes and database requirements, supporting documentation such as sustaining standard operation procedures, processes and data requirements and assisting with various network modeling tasks. Five (5) to seven (7) years' experience in developing, modifying, and maintaining a program Life Cycle Cost Estimate, ensuring uncertainty assessment, trend analysis, variance analysis and probabilistic forecasting; should have work breakdown structure (WBS) development experience to the level detailed enough to identify program cost drivers.

Five (5) to seven (7) years' experience with Program Objective Memoranda (POM) and Future Year Defense Plan (FYDP) budget submissions; Tier 3 and Tier 4 engineering maintenance activity; future system resource requirement assessments against appropriation funding and manpower constraints; program reviews, spend plan oversight, resource allocation, performance measurement and metrics collection, and fund status reporting. Five to seven years' experience with business process and operations analysis, assessment of emerging methodologies and application of enterprise architecture modeling to modernize business processes; knowledge management and workflow engineering.

Experience should include any exercise planning, execution and evaluation to meet Navy IA&IOP objectives, network security requirements and network threat penetration. Depending on Task Order requirements: (a) Experience should be providing exercise planning, execution and evaluation to meet, Joint and Navy network Information Assurance and Interoperability objectives and aid in the development of security technical assessments and evaluations; (b) Experience with providing analysis and recommendations of network security exercise requirements; ensure realistic representation of network threat penetration and exploitation events during road-to-crisis and exercise execution, identify performance measures, analyzes network security operations execution, exercise assessment results, and conduct post-assessment reviews; (c) Experience should be in identifying, analyzing, and documenting system specific, and system of systems issues. Have IA training, certification, certification maintenance, and continuing education necessary to meet Cyber Security Workforce (CSWF) requirements for a minimum of IAT certification level II as described in DoD 8570.01M.
