Job Description:

The Senior Functional Analyst will be a part of a larger project team that will provide direct support to the VA business customer. The Senior FA performs tasks to include structuring the enterprise in terms of its governance structure, business processes, and business information; aligning strategic goals and objectives with decisions regarding products and services, partners and suppliers, organization, capabilities, and key business and IT initiatives. The Senior FA will lay the groundwork for initial projects by leveraging industry best practices for business analysis and architecture that will guide the VA business customer throughout the software development lifecycle (SDLC) and the department's larger modernization and transformational goals. Expertise and experience in support of largescale IT transformation projects, providing strategic and advisory consulting services at the executive, operating and field level, in the healthcare

vertical environment.

Mandatory Skills:

* Must have experience and deep knowledge of business, functional and technical areas/disciplines and be able to conduct research on special areas.
* Must have experience with proposing new solutions to problems in the areas of their functional expertise.
* Must be able to work and analyze both independently and as part of a team.
* Must provide business process analytical support; perform system reviews, ITIL and helpdesk process analysis for improvements, root cause analysis of issues, assessments of EEO programs' and processes and provide recommendations on ways to improve the programs, and capturing requirements for work statements, reports, technical briefs and communications.
* Analyze the ORM programs' metrics (data and business processes) and provide recommendations on ways to improve the programs, capture requirements for work statements, and write reports, technical briefs and communications.
* Participate in the planning process by providing workflow expertise.
* Provide technical guidance on projects to provide analysis and application requirements.
* Provide IT Strategy program planning support to include performing technology research and evaluations, and providing recommendations of technical alternatives to include identifying, and reporting on trends, new techniques, and new developments in the areas of business intelligence, customer resource management, storage media, eLearning, web development, telecommunications, and secure paperless processes.

Specific tasks may include

* Ensure the capture of the strategic and tactical enterprise business requirements that provide traceability through the organization and are mapped to metrics that provide ongoing governance
* Define the set of strategic, core and support processes that transcend functional and organizational boundaries
* Manage the development of multi-year roadmap(s) depicting customer strategies, major project milestones, master data management, future system selections, etc.
* Experience in the effective use of data provided by business process SMEs to perform and create an overall benefit assessment while considering functional benefits, technical performance, risks, and schedule concerns.
* Experienced building and validating multiple workflow and process diagrams, defining routing of cases, escalating cases according to Service Level Agreement (SLA) guidelines, closing cases, defining notifications, integrations, text analytics, and dashboards and reports for each user group
* Experienced developing business process models and workflow diagrams
* Experienced diagraming and analyzing current (as-is) state of a business operation, and developing a future template (to-be) business process model
* Demonstrated analytical skills
* Specific application experience required: Salesforce and associated applications

Qualifications

Requires Bachelor's degree or equivalent in Business Administration or related field and five to seven years of related experience.
