This position is the Chief of the Special Security Center, Office of Information Safeguards and Security Oversight (OISSO). The OISSO is responsible for establishment and maintenance of Department-wide policy concerning national security information; sensitive compartmented information; and sensitive information security policy and programs. The incumbent will serve as the Special Security Officer and must maintain a Top Secret national security clearance.

Responsibilities

The primary duties of this position are:

* Supervises a staff consisting of security specialists by establishing performance expectations; evaluating employee performance; recommending personnel actions; and effecting disciplinary actions.
* Serves as the primary technical authority on Sensitive Compartmented Information (SCI) and Facilities and national security matters, and point-of-contact for the Central Intelligence Agency and Office of the Director, National Intelligence on SCI matters.
* Establishes policies and procedures on the Department's SCI and information security programs.
* Serves as the senior security advisor on all matters related to SCI and NSI visitor clearances/accesses; non-disclosure agreements; and separation briefings.
* Manages programs concerned with methods to combat terrorist acts, to safeguard personnel and property, and to manage disaster and emergency preparedness.
* Plans, directs, and execute national and international liaison operations for substantive mission-oriented programs that are sensitive.
* Represents the Justice Management Division on interagency committees and task forces to formulate program guidance and implement a variety of different security operating environments.
* Manage investigations related to SCI security infractions and brief senior-level officials on report findings and recommendations.
* Oversee establishment of interfaces with SCI telecommunication centers; computer facilities; and similar facilities to ensure SCIF and SCI operations and networks are protected and information housed in SCIFs are in compliance with security controls, guidance, regulations, policies and procedures.

Qualifications

In order to qualify for this Supervisory Security Specialist position, you must meet the minimum qualifications requirement shown below, in addition to meeting time-in-grade requirements.

1. MINIMUM QUALIFICATIONS:

For the GS-14 grade-level, you must possess one-year of specialized experience equivalent to a GS-13 in the Federal service.

Examples of equivalent specialized experience are: monitoring, handling, and storing SCI materials and information; writing very technical and detailed security control policies and procedures; implementing national security programs or operating environment; overseeing or supervising SCI/SCIF employees; conducting security review of SCIF facilities and preparing reports of findings/recommendations; and serving as a Deputy to a Security Officer or in a similar role.

2. TIME-IN-GRADE REQUIREMENT

You must have completed at least 52 weeks in the next lower grade-level (i.e., GS-13) in order to be eligible for promotion.

3. TIME AFTER COMPETITIVE APPOINTMENT

If you were selected and newly appointed to a permanent competitive service position in the Federal service, you must have served a minimum of 90-days in the position for which you were selected in order to be eligible for this position.

Education
