The Strategy & Performance (S&P) Service works with the CIO, IT Managers and Business Managers to define the strategic direction for FAA IT Shared Services. S&P plays a significant role in assisting AIT managers in daily business management activities.

Responsibilities

If selected for this position the incumbent will serve as the Director of Strategy and Performance (S&P) Service Division. S&P plays a significant role in assisting AIT managers in daily business management activities. Provides support of the technical strategy for the agency, contract support for IT programs and projects and oversight of IT hardware and software assets. S&P develops and maintains IT policies providing lifecycle management for all IT policies and standard operating procedures. S&P oversees the AIT IT performance management system (including the executive dashboard), coordinates internal audits,and manages the IT components of the Quality Management System, providing independent verification and validation of IT products, deliverables and artifacts. S&P manages business plan goals and activities, and ensures governance processes are effective throughout the IT organization. S&P also supports the CIO in managing the needs of a high caliber IT workforce.

The incumbent will manage the work of subordinate employees and managers for more than one project/program within the major subdivision. Managerial duties affect employees and managers in more than one organizational unit/project/program and include: planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.

In addition, the incumbent will manage budget and reallocate resources among organizational units/projects/programs or requests additional resources, as needed. Perform critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. He/she will apply advanced knowledge of the technical aspects of the work directed; including: budget, hardware/software assets and other policies and procedures; as well as an advanced understanding of the objectives of the major subdivision.

* A one-year supervisor/managerial probationary period may be required.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-K, FG/GS-15 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: experience leading and overseeing process improvement for a large technical organization, including experience collaborating across multiple organizations conducting, responding to and analyzing audit findings.
