Help Duties Summary

This position is located in the Information Management and Technology (IMT) Operations Division under the Assistant Director, Information Resources and Technology Management, U.S. Fish and Wildlife Service, Department of the Interior. The incumbent of this position will serve as the Chief, IMT Operations Division, with responsibility for providing all IMT operations required to support the Fish and Wildlife Service's mission.

Responsibilities

* -Manage work to be accomplished by subordinates, including formulating and developing short and long-range planning and technology policies that increase levels of service in the following Service Delivery Areas (SDAs): 1) Network operations center operations and business management liaison support; 2) Customer Support and Enterprise Help Desk; 3) Enterprise Operations, to include configuration management, hosting and system administration, communications services and security operations; and 4) Application Development and Web Services.
* -Effectively communicate highly technical aspects of the Service's operational infrastructure to managers, stakeholders and vendors; and work closely with subordinate branch chiefs and project managers to ensure that the operational infrastructure is consistent with requirements.
* -Develop and implement IMT strategic goals based on assessments of Service's current and future needs, external policy guidance and resources; implement programs and initiatives to maintain a sound and effective IMT environment, including appropriate training and documentation of IT infrastructure changes; and develop, maintain, and facilitate the implementation of a sound and integrated information technology architecture.
* -Promote the effective and efficient design and operation of all major information resource management processes for the Service; and direct systems operations and network services ensuring that they are reliable, available, and cost-effective.
* -Supervise, plan, organize, and direct a varied size staff of IT Specialists and contract staff through subordinate supervisors and team leads; and develop staff objectives, policies, guidelines, and evaluate the operations and services of the Division.
* -Serve as a key member of the AD-IRTM Senior Management team in support of the U. S. Fish and Wildlife Service's (Service) conservation mission; and partner with management, employees and customers to serve and advance the mission of the Service and the AD-IRTM through the application of a high level of technical, managerial and leadership expertise, integrity, and insight in order to develop and implement a shared strategic vision and innovative business solutions, and to instill organizational commitment to a high level of customer service.

Qualifications

Only experience and education obtained by 06/21/2019 will be considered.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

Experience must be IT-related experience demonstrating each of the four competencies listed below:

1) Attention to Detail: Reviewing work to ensure it is in line with established standards or to identify deficiencies.

2) Customer Service: Collaborating with customers to identify their information technology needs.

3) Oral Communication: Explaining technical information orally to non-technical audiences.

4) Problem Solving: Evaluating alternatives to recommend solutions to hardware or software problems.

AND

One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience on all of the following:

* -Analyzed a number of alternative approaches in the process of advising management concerning major aspects of Information Technology (IT) and/or enterprise infrastructure system design such as what system interrelationships must be considered or what operating mode, system software, and/or equipment configurations are the most appropriate for a given project;
* Supervised an organization or team responsible for the design, planning and implementation of enterprise infrastructure services in which technologies such as Voice over IP (VoIP), Radio over IP (RoIP), video teleconferencing, consolidated help desk, virtual desktop infrastructure (VDI), web hosting (drupal), application development, virtualization and storage platforms, directory services, Enterprise Content Management Systems, database management systems, and security operations (managing the network security architecture and ensuring patching of vulnerabilities) were employed;
* -Planned and evaluated work to be accomplished by subordinates; AND
* -Created and produced detailed, succinct and accurate specialized technical guidance, reports and presentations such as created and prepared briefings for senior executives to provide insight into IT vulnerabilities; created and prepared data to reflect where issues exist ensuring the infrastructure technology is up to date,; or prepared presentations to reflect the areas of concern for IT.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

* Must have served under 1 or more time limited appointments by a land management agency for a period totaling more than 24 months without a break in service of 2 or more years;
* Must apply for position within 2 years after separation,
* Must have been separated for reasons other than misconduct or performance; AND
* Must have performed at an acceptable level
