This position is located in the Office of Consular Systems and Technology, Bureau of Consular Affairs. The Bureau was established under the Immigration and Nationality Act. The Bureau assists American citizens living abroad, issues visas to foreign nationals who wish to visit or reside in the United States and process U.S. citizens applications for passports, the nations premier identity document. The Office of CST provides a full range of systems support for the Consular function worldwide.

Responsibilities
* Supervises the work of three or more IT Project Managers and/or Information Technology Specialists each of whom serve as project, program and government task managers for the accomplishment of the Branch's work through large contractor workforce;
* Plans and directs the creation, evaluation and implementation of multi-year contracts for the Branch's portfolio; and interacts and coordinates with Bureau functional units to define user needs for automated systems
* Supervises and oversees all activities necessary to support the Division's mission
* Develops rapport with officials across the functional areas covered by the Branch to understand their business and priorities.

* Incumbent will be subject to random drug testing.
* Verification of employment eligibility in the United States is required.
* One year probationary period, unless excepted by regulation.
* Must be able to obtain and maintain a Top Secret security clearance.
* This is a supervisory position.
* U.S. Citizenship is required.
* New supervisors must successfully complete a 1 year probationary period.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
* Attention to Detail - is thorough when performing work and conscientious about attending to detail
* Customer Service - works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services
* Oral Communication - expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately
* Problem Solving - identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations
AND
Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
* Experience in software development life cycle management and project management;
* Experience using a wide variety of information technology disciplines, including networking, databases, servers and operating systems; web/internet, data administration, and architecture types; concepts and trends; and the capabilities of major hardware and software providers;
* Experience monitoring technical progress of subordinates and reports of any performance or schedule failures
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
* Ability to assign, review, and supervise the work of others;
* Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
* Ability to adjust to change, work pressures, or difficult situations without undue stress;
* Willingness to consider new ideas or divergent points of view; and
* Capacity to "see the job through."
