This position is a Deputy Director in the U.S. Department of State, Bureau of Consular Affairs, Office of Consular Systems and Technology (CA/CST). CST accounts for the comprehensive consular and border security IT systems and applications. CST is led by the Director, two Deputy Directors, and the Chief Engineer who provide leadership, strategic direction and operational oversight to CST Division Chiefs to ensure the Department's worldwide consular and border security IT operations.

Responsibilities

* Works with Director, Second Deputy Director and Chief Engineer to lead Division Chiefs in setting direction and evaluating program and project progress across the enterprise
* Directs and oversees timely, effective planning, coaching and evaluation of direct-hire Civil Service and Foreign Service personnel and their management of contractor performance across CA/CST's major program and projects
* Oversees CA/CST's internal controls, information security and information assurance programs and processes relating to systems design and development
* Leads and manages organizational elements; evaluates annual performance of subordinate supervisors; identifies and implements methods to reduce production barriers; works with Second Deputy for effective budget execution and contracts
* Expected to obtain and maintain Federal Acquisition Certification for Program and Project Managers at the Senior/expert Level within 24 months

* Incumbent will be subject to random drug testing.
* One year probationary period, unless excepted by regulation.
* Verification of employment eligibility in the United States is required.
* New supervisors must successfully complete a 1 year probationary period.
* Must be able to obtain and maintain a Top Secret security clearance.
* U.S. Citizenship is required.
* This is a supervisory position.
* Annual Confidential Financial Disclosure required within first 30 days.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-15 grade level must meet the following requirements:

Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail -Is thorough when performing work and conscientious about details

Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services

Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately

Problem Solving - Identifies problems, determines accuracy and relevance of information; uses sound judgement to generate and evaluate alternatives, and to make recommendations

AND have at least 1 full year of specialized experience equivalent to the GS-14 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

* Experience with broad spectrum of disciplines that comprise the information technology field on system design and application development
* Experience planning, directing, coordinating and controlling the Information Technology (IT) operations of a large, complex, technical and highly regulated organization with multi-billion dollar financial resources
* Experience monitoring and evaluating the progress of an organization toward meeting goals, making adjustments in objectives, work plans, schedules and the commitment to all of the organization's resources
* Experience establishing and maintaining working relationships at all levels within and outside the organization to include the private sector to exchange information and advocate views and positions

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

There is no substitute of education for specialized experience for the GS-15 position.

In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

* Ability to assign, review, and supervise the work of others;
* Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
* Ability to adjust to change, work pressures, or difficult situations without undue stress;
* Willingness to consider new ideas or divergent points of view; and
* Capacity to "see the job through."
