Serve as a Supervisory Aviation Technical Systems Specialist for Planning and Requirements Group.

Responsibilities

Directs the work of subordinate employees and/or managers for multiple organizational units/projects/programs and across multiple function and/or disciplines within a major subdivision. Duties typically include: Strategic planning, communicating, the organization's vision, and objectives, setting priorities, assigning tasks and responsibilities, monitoring and evaluating performance of organizational units, coaching and developing staff and organization capabilities, approving leave, and tasking, recommending, or approving corrective/disciplinary actions as appropriate.

Applies an advanced knowledge of the technical aspects of the work directed, an advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the organization. Collaborates and coordinates across the service centers, the field facilities, and national program offices on development and performance of project scope, schedule and budget. Coordinates and develops project support strategies and monitors their implementation. Manages the overall validation of facility/service area requirements and national project waterfall through the implementation to meet the needs of the NAS. Manages the collection and analysis for operational and technical data to service units for needs validation and requirements development. Manages the coordination, analysis and development of business cases within the Western Service Area. Applies project management expertise and organizational knowledge when communicating program and project status to organizations internal and external to the FAA.

Manages the individual focal points for the service units to ensure activities align with agency and service unit goals. Manages the individual focal points for ATO internal requirements and NAS equipment issues with the field facilities as well as an advocate for Service Area requirements. Manages the coordination and integration of Service Area requirements across service units and external organizations. Supports service units in the prioritization of requirements and request for findings. Manages the review or evaluation of proposed projects and program activities to ensure proper program requirements, integration and conformance to FAA policy, currency, completeness, and adequacy of operations in meeting goals and objectives.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

* A one-year supervisory/managerial probationary period may be required.

Qualifications

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J or FG/GS-14 in the Federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience include: 1. Aviation systems technical knowledge, skills and abilities, and would typically be in positions that utilize hands on knowledge related to the design, development, operation, maintenance, performance and evaluation of the NAS systems and services. 2. Demonstrates extensive knowledge of direct technical or operational level involvement in civilian and/or military air traffic operations; which includes extensive, comprehensive, and technical work with a variety of NAS programs, to include experience in the development, implementation, and oversight of program and/or projects. 3. Demonstrates technical knowledge of the NAS infrastructure and operations when managing the development and implementation of project requirements, business case analysis, alternative analysis that resulted in data driven decision based documents. 4. Extensive practice of program management.
