Period of Performance: July 1, 2019 - June 30, 2022

* The Director Force Structure, Resources, and Assessment, J-8, provides support to the Chairman of the Joint Chiefs of Staff (CJCS) by playing a significant role in the Global Force Management (GFM) process, the Global Defense Posture process, and Force Structure assessments.
* The J-8 requires support to manage the governance and standards that underpin GFM DI and its expansion and integration throughout the Department's warfighter and business processes.
* The J-8 assesses joint force sufficiency, force structure integration with joint strategy, deliberate planning, global defense posture, and current operations.
* The J-8 conducts assessments to understand and mitigate near-term force management risks stemming from recent and projected global operations. Modeling and simulation is used to inform key leadership on various items to include war gaming.
* The Global Force Management Data Initiative (GFM DI) was directed in the Joint Planning Guidance (JPG) VII which tasked CJCS to develop a joint hierarchical method to organize force structure data electronically for integration across Service lines and easy manipulation by computers.
* The GFM DI makes force management data visible, accessible, understandable, and trusted in a net centric environment in order to support GFM processes, enable insight into global availability of U.S. forces, and improve risk management across current worldwide operations, warfighting capabilities, and future force capability needs.

Responsibilities

Responsibilities include:

* Providing technical expertise on topics related to enterprise architecture, data integration, computer science, systems analysis and integration, modeling, and hardware/software support.
* Act as technical advisor in matters of enterprise architecture, creating enterprise data management policy for organization and force structure data, while facilitating software system configuration management processes and developing and maintaining data transfer standards and/or specifications.
* Develop, maintain, and track reference data models of enterprise and system architectures while identifying opportunities to improve DoD systems, processes, and technologies to support global visibility of DoD force structure.
* Lead working groups, study teams, projects and activities to analyze data requirements and develop data policy, DoD instructions, manuals, concepts of operations and other documents with DoD-wide applicability.
* Execute detailed reviews and examinations of system architectures, business processes, and data produced by DoD entities in support of Global Force Management Data Initiative (GFM DI) and interpret GFM DI-related policy changes, tracking changes in information technology with an understanding of DoD efforts towards cloud computing, artificial intelligence, and machine learning.

Qualifications

Clearance:

* Must have current Secret clearance, verifiable in JPAS

Education and Experience:

* Masters of Science degree from an accredited college or university in Systems Engineering with a minimum three (3) years of task related experience;

OR

* Bachelor of Science degree in Systems Engineering with a minimum six (6) years of task related experience. A degree in other engineering fields or operations research may be substituted for a systems engineering degree, provided completion of at least twenty-four (24) semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject matter courses requiring substantial competence in college-level mathematics or statistics, and the individual has significant experience performing systems engineering.

This contractor and subcontractor shall abide by the requirements of 41 CFR 60-1.4(a), 60-300.5(a) and 60-741.5(a).
