Responsibilities/Qualification

Summary: The Information Technology Enterprise Architect (Architect) will assist an agency portfolio management (PfM) team in implementing an IT governance and investment management structure that enables transparent decision-making. The architect will assist in establishing an Agency-wide Enterprise Architecture (EA) program and developing views that present a coherent model of the enterprise.

The architect will assist in aligning business capabilities with IT strategy. Through the development of technical architecture, viewpoints / models, and artifacts, s/he will enable analysis and decision-making for in-use system assets. The architect will enable sound portfolio analysis through the visual demonstration of interrelationships. Will also have a strong familiarity with cloud computing services such as Amazon Web Services (AWS), as well as hybrid and private cloud concepts.

Main Responsibilities:

* As part of an integrated team, the Architect will play a key role in establishing:
* A transition plan to the future state of the agency
* A roadmap of EA implementation activities
* Metrics to monitor the progress and effectiveness of EA
* EA Governance
* Cloud EA as the agency tool


* The Architect will play a key role in developing artifacts:
* Project views that display dependencies among potential system capabilities
* Capability viewpoints that describe deployed capabilities
* System views articulating the systems, interconnectivity, and context


* Support Establishment of EA - work within an EA team to accomplish the following:
* Establish an EA Framework that integrates business with IT.
* Write policy and IM&T directives which will provide DSCA commitment and direction as to how EA will be used within DSCA.
* Establish relationship between EA and portfolio and project management and help embed EA intelligence into IT decision-making.
* Establish relationship between EA and the system development lifecycle (SDLC).
* Establish the vision through high level policy documents and charter the direction of EA within DSCA.
* Establish EA value proposition for promoting standardization and interoperability.
* Develop EA stakeholder matrix with roles and responsibilities
* Establish the linkages of the reference models - PRM, BRM, SCRM, DRM, ARM, IRM, SRMs. Enable the agency to categorize investments in a federally standardized way.


* Develop viewpoints, models and artifacts
* Create an as-is and to-be depiction of the enterprise for effective overall portfolio selection.
* Develop All Viewpoints, Capability Viewpoints, Data Viewpoints, Project Viewpoints, Services Viewpoints, and Systems Viewpoints. They will serve as input into SDLC phases and CPIC pre-select, select, control and evaluate phases.
* Create technical architecture illustrating interfaces, protocols, networks, legacy system interrelationships, data relationships and dictionaries.
* Enable governance decision-making and advisement on whether a project is using technology that fits within the solution level Enterprise Architecture.
* Review proposed initiatives for organizational fit; review design for system boundaries and interfaces; review data relationships; review developed products for demonstrated interoperability; assess adherence to EA; determine EA configurable items.


* Cloud
* Determine implementation rollout for EA tool set (EA Cloud)
* Work across the architecture and technology organization to ensure effective implementation, compliance and agreement.
* Define the architectural processes, standards and guidelines for data and systems architecture.
* Contribute to the overall quality of the cloud migration solution delivery.
* Utilize a strong understanding of cloud native development and infrastructure.
* Promote the use of AWS/Cloud standardization, shared infrastructure and shared services to reduce costs and improve information flows and architectural decisions.

Education and Experience:




* Basic Qualifications:
* Bachelor's degree in Computer Science/Engineering/MIS, Math, or related field, or equivalent experience
* 7-10 years of experience IT consulting experience as a technical specialist in enterprise customer-facing roles or within a leading consulting company or systems integrator.
* 7 years + excellent communication skills, both verbal and written
* A minimum of 5 years in defining current and target state architectures, transition architectures and roadmaps
* High level of technical acumen, including the ability to understand the customer or partner IT landscape, identify opportunities and overcome any technical obstacles
* Understanding of Enterprise Architecture frameworks and methodology including TOGAF, Zachman, or others
* Understanding IaaS, PaaS, SaaS
* Strong understanding of AWS Web Services
* In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience. Work experience may be adjusted for highly specialized knowledge in a particular domain, vertical, and/or platform, such as DevOps, Agile, Scrum, etc.
* Excellent customer service skills


* Preferred skills and Certifications:
* AWS Certified Cloud Practitioner, AWS Certified Developer, or other AWS Certification
* Understanding of how portfolio management, EA, Budget Formulation, IT Project Lifecycle Management and IT Governance integrate.
* Experience with EA tools and MS Visio
* Experience with process improvement, strategic planning, change management, and organizational redesign.
* Experience working for or working with consulting companies
* Prior experience in state or federal government.


* Other requirements:
* Knowledge of DoD organization, business processes, and IT compliance guidelines (NIST 800-53, FedRAMP, DODAF, and other pertinent policy)
* Utilizes knowledge of process improvement, strategic planning, change management, and organizational redesign in determining solutions.
* US Citizenship and a Secret security clearance is required.
