Program Description:
The Office of Vital Statistics (OVS) is responsible for processing, analyzing, and reporting on all vital events in New York City. These data are derived from vital event certificates filed with the Offices of Vital Records Services and Documentation. OVS produces the Annual Summary of Vital Statistics, which is the agency's yearly report of births and deaths in New York City. The tables, graphs, and figures included in this annual report present health statistics according to racial, ethnic group, gender, age, health district, community district, and borough of residence. Data from the Annual Summary are also made available through EpiQuery
Housed within the Health Department's Bureau of Vital Statistics, the Office of Vital Statistics (OVS) consists of three units. This is an opportunity for a highly motivated individual to join OVS as a database engineer/app developer. OVS is tasked with cleaning and improving the quality of vital statistics data, matching vital statistics data to other datasets, providing data to internal and external requesters, and producing reports and manuscripts.
The selected candidate will be an employee of Public Health Solutions, a nonprofit organization that is the fiscal manager for DOHMH, but will be supervised by DOHMH.
Job Description:
* Develop a SQL database to track data requests from internal and external requesters
* Assist in the development and management of a SQL database to store vital statistics data
* Develop a front-end application to access the databases
* Support OVS staff with database development and management
* Collaborate closely with DOHMH IT
* Document the development of the databases/front-end and create a manual for user support
* Other tasks as assigned
It Is Desired That All Applicants Have:
* Familiarity with ASP, .NET, Web services, XML, XSL, XSLT & SOAP, C#, JAVA, VBSCRIPT.
* Functional knowledge of HTML5, JavaScript and SQL, object-oriented coding methodologies.
* Hands-on web-based application development experience.
* Demonstrate understanding of different software development life-cycle methodologies.
* Hands-on experience with relational database design and implementation.
* Excellent writing skills
