Job Description

Description:This individual will also support programs and pursuits in support of Rotary & Mission Systems (RMS) Lines of Business (LoB) and participate in strategic planning for Software Engineering.

Ensures that projects are completed on schedule and within budget to mitigate erroneous decisions or recommendations or failure to complete assignments.

Reviews/approves functional proposal inputs, costs, BOEs, etc.

Supports new business development.

Hires and develops staff to meet long term vision of business requirements.

Provides technical and tactical oversight and guidance to subordinates to ensure technical integrity.

Manages resolution of technical issues across programs within each technical domain.

Champions continuous process improvement initiatives.

Manages all overhead and programmatic commitments.

Specific Engineering Center of Excellence (COE) roles & responsibilities:

Facilitates and ensures technical vitality of functional team to meet current and strategic requirements

Fosters career development and employee growth of technical contributors, program leads, functional leaders, and future business leaders

Establishes and implements organizational training and development plans

Fosters employee feedback, recognition, and engagement

Proactively communicates with all constituents

Ensures flow-down of tactical information and strategic vision

Implements hiring, recruiting, and retention initiatives to meet near and long term business needs

Guides resolution of technical issues across programs within technical discipline

Provides technical leadership and oversight of COE program performance

Ensures cost, schedule and technical commitments are met for all programs and products

Ensures appropriate BOE's are applied, risks and opportunities identified, and routes all cost estimates to Sr. Leadership for approval and sign-off

Deploys engineering subject matter experts, best practices, and reuse of product, component, and infrastructure across RMS

Provides technology linkage and knowledge sharing across lines of business

Plans and Manages staffing and resource allocation across programs to meet technical, cost and schedule

Supports COE strategy development and implements continuous improvements Process, tools, common products, infrastructure, and services and drives a Digital Design Environment wherever possible across our Projects

Basic Qualifications:

* Strong familiarity with agile development software tools and processes; drives digital development environment on projects including test automation frameworks
* The ideal candidate will have experience and knowledge leading agile software development teams successfully
* Experience software estimation tools, processes and methodologies
* Ability to contribute to the setup, configuration, and maintenance of a Test Automation Framework
* Ability to identify, develop, champion and reward top talent; encourages and provides constructive feedback and employee engagement
* Demonstrated ability to communicate to teams as well as management through stand-ups, team meetings, program meetings; utilization of the right set of metrics and messages to convey meaning of project progress
* Experience as software engineer using various languages, IDEs, and tools
* Experience with continuous integration and test methodologies, applications and tools
* Thorough understanding of software development metrics, software process and configuration management
* Ability to provide technical mentoring and guidance to the engineers

* Demonstrated ability and aptitude in logical and analytical thinking, as well as display strong problem solving skills with experience agile software development tools
* Experience with virtual environments
* Experience successfully collaborating with different engineering disciplines
* Experience communicating defect status and resolutions
* Experience in developing/scripting in common languages like VB, JAVA, PERL, C++, etc
* Experience in web-services and interface testing
* Experience leading within an agile development process (Scrum, XP, Kanban, etc.) from the test design, test automation, and execution perspective
* Proactive creativity, innovativeness, and willingness to think "outside" the box
* Ability to support and Drive change
