Overview

Partners with stakeholders, business analysts, systems analysts and team members to understand business requirements and correlate potential technology solutions that drive the analysis and design of quality technical solutions. These solutions must be aligned with business and IT strategies and comply with the organization's architectural standards. Involved in the full systems life cycle and may be responsible for all or part of designing, developing, testing, implementing and supporting applications software that is delivered on time, within approved budget and in line with business objectives. Makes recommendations towards the development of new software or reuse of existing software. Assists/participates in component and data architecture design, performance enaineerina, Product evaluation and buy vs. build recommendations.

Responsibilities

Responsibilities include but are not limited to:

* Break down business requirements into activities and artifacts that when realized, Produce software that meets the business requirements.
* Provide both order-of-magnitude and detailed estimates for software development activities and artifacts. Develop and refine estimating models based on previous project actuals and trends to improve accuracy of estimates.
* Follows good documentation practices including producing and managing formal artifacts as well as writing clean, readable, and standards-compliant code and unit tests.
* Understand user issues, identify and drive to resolution, communicate continuouslv and clearlv.
* Provide clear direction, coaching, and support to staff.

Qualifications

Required Basic Qualifications:

* Bachelor's Degree in Computer Science, Information Systems, Business Administration or equivalent work experience in similar work environment.• Minimum of 7 years of IT work experience focused in systems development and programming.• Experience integrating the components of the following: J2EE, WebSphere, Oracle, SQL , Spring Boot, Angular 5+, Agile, SDLC (screm, Kanban), AWS/Aure Cloud Developlement.

Preferred Basic Qualifications:

* Experience as team lead or member on project teams in a cross functional environment.• Advanced analytical skills essential.• Strong team oriented interpersonal and communication skills.• Ability to effectively adapt to rapidly changing technology and apply it to business needs.• BCBS or health insurance industry background desired.• Skilled in coaching more junior technical staff.
