SAIC has an opening for a Senior Engineer to provide systems engineering and technical advisory services in a fast paced and dynamic environment supporting an operations site entity. The successful applicant must provide exceptional technical expertise, continuity of knowledge, and high confidence value-added judgment to advise all levels of government management from local engineer through senior leadership at site

Job Description:

* Provide technical leadership for the integration of technology, design and requirements


* Develop documents and briefings to communicate work or study status, brief government and industry as required


* Assess projects in the context of cross-systems dependencies (technical, resource, schedule) and present unbiased findings, analysis, and recommendations to the government managers


* Provide coordination between organizational units to ensure systems engineering efforts and products are seamlessly executed across the operational site especially between SEIO and the operational units


* Develop innovative systems engineering processes and implementation plans to meet customer needs supporting program and project progress evaluations and customer needs on an as-required basis


* Provide technical review and assessment of program development and readiness activities. Coordinate recommendations with government stakeholders and support regular program status reviews


* Establish and maintain close effective coordination with other site divisions, and review, document, and track project progress


* Support development and coordination of enterprise agreements within and external to the NRO, as required and directed


* Provide technical oversight for and coordination of multidisciplinary technical teams to achieve project objectives


* Analyze user requirements, concept of operations documents, and high level systems architectures to develop system requirements when required


* Analyze systems requirements and leads design and development activities, as required


* Guide users in formulating requirements, advises alternative approaches, and conducts feasibility studies, as needed


* Develop system architecture and system design documentation when requested.


* Support transition of tools into operational environments


* Guide system development and implementation planning through assessment or preparation of system engineering management plans and systems integration and test plans


* Work closely with program and/or project managers and engineering management entities to ensure alignment of project objectives, product strategy and technical solutions


* Produce technical documents, reports and presentations for customers


* Provide technical advisement resulting in the successful development, integration, testing and deployment of a system for one or more customers


* Demonstrate experience conducting analysis of trade studies to support evaluation of technical trade-offs and decision making


* Strong knowledge of system engineering fundamentals


* Responsible for system engineering and technical execution of projects that cover hardware/software system development, test and final integration on customer platforms


* Provide systems engineering support to customer configuration management activities


* Provide analysis and recommendations of Systems Engineering and Configuration Management documents and requests for change in support of operational readiness/acceptance reviews, concept of operations, operations and maintenance plans, and requirements development and planning


* Must be self-motivated with good interpersonal and written/verbal communication skills



Qualifications

Clearance required to start: TS/ SCI with Polygraph

Clearance able to maintain: TS/SCI with Polygraph

REQUISITION REQUIRMENTS:

Engineering or scientific Bachelor's degree, typically with 9+ years of experience or equivalent relevant experience in systems engineering environments.

* Demonstrated self-starter (leader) with innovative and highly motivated traits


* Extensive Systems Engineering experience in an acquisition or operational environment


* Ability to work across multiple and different contract teams in providing deliverables to government leadership


* Experience supporting multiple technical programs as well as advising on systems engineering process improvements for implementation across broad platform


* Project management experience with delivered systems


* Demonstrated ability to manage multiple tasks and deliverables simultaneously


* Ability to work independently and with a team to meet customer requirements


* Ability to adapt to changing customer requirements/environment


* Demonstrated strong, technical leadership encompassing evaluation and recommendation of courses of action on activities impacting data processing and dissemination, infrastructure systems engineering, and full mission systems lifecycle (from concept development, enterprise requirements definition, integration and test to operations and maintenance, and decommissioning


* Articulate verbal and written communicator; confident in presenting and explaining recommendations and analyses to all levels of seniority


* Ability to operate effectively with contractor, SETA, FFRDC, and Government teammates


* Expert user in Microsoft Office applications (PowerPoint, Word, Excel, Access, Project



TYPICAL EDUCATION AND EXPERIENCE: Bachelors and nine (9) years or more experience; Masters and seven (7) years or more experience ; PhD or JD and four (4) years or more experience

Desired:

Direct and current experience with NRO Directorates and operations site systems engineering and integration processes are a plus. Masters in Systems Engineering preferred
