Responsibilities

This is an exciting opportunity to head up the Program Management function for Land Systems and manage a team of Program/Project Managers in a straight-line and dot-line capacity. In addition to driving consistency for how programs/projects are executed and reported on, you will own and formalize PMO processes and provide group leadership. The Senior Program Manager will support QNA Land Systems business areas by overseeing large Programs of Record (DoD and commercial/industrial), as well as a portfolio of several smaller direct (external) and IRAD (internal) projects focused on new product development and sustainment. As the Senior PM, you will manage a team of individuals to ensure programs stay on-track and deliverables achieved on time and within budget. You will chair a monthly program review to update senior management on the status of each program, and modify or create processes to ensure programs are driven and reported on consistently. You will also manage some projects directly as Land Systems has many projects running concurrently.

Responsibilities of your PMs include initiating projects by directly working with customer/sponsors to define top-level scope and overall objectives/deliverables, reviewing customer requirements, defining Work Breakdown Structure (WBS), resource requirements, estimating durations/costs, developing schedules and critical path analysis, identifying and managing programmatic issues and risks, as well as overall performance to plan. You and your Program/Project Managers will also collaborate with Business Development, Product Management, and Engineering on proposals for new programs, projects, or pilots.

You must have outstanding communication and leadership skills to manage internal teams and external customers, and are comfortable presenting to large groups and executives. This is a highly visible position that reports to the Vice President of Land Systems.

Key responsibilities and accountabilities:

* Drive program execution to ensure they are on time, within budget, and meet requirements
* Create a system of best practices to ensure Program/Project Managers develop accurate schedules and budgets, well thought through project plans, and identify risk and mitigations early (ideally in the proposal phase)
* Modify or create PMO processes and identify new tools needed to improve execution
* Own the PM function within Land Systems and manage a team of Program/Project Managers reporting in both straight-line and dot-line capacities.
* Ensure resource requirements are accurately estimated for programs/projects and that priorities are aligned with Land Systems goals/objectives and product roadmaps
* Work with the team to identify risks early, as well as mitigation plans to drive risk down
* Work with engineering leads and product managers to optimize, adapt, or re-scope projects, balancing customer requirements, business needs, resource availability, and risk
* Manage, lead, or support Business Development on proposal efforts
* You and your team will serve as the primary interface with program/project customers (internal or external)

Qualifications:

* 12+ Years of experience as a PM on technical development programs/projects
* 3+ Years of leadership experience overseeing Program/Project Managers and/or PMO
* BS Engineering or Business or a technical field, with MS or MBA desired
* Program Management Professional (PMP) certification preferred
* Leadership and experience managing DOD acquisition programs

Required Skills:

* MS Project - Good working knowledge of Microsoft Project including critical path analysis and resource allocations
* Earned Value Management (EVM) - proficiency with EVMS
* Excellent People Skills - Comfortable leading teams of engineers and technicians, with conflict resolution, and managing customer expectations to assure the customer's needs are met without incurring scope growth
* Scope/Requirements Analysis - Capable of working with customers, Product Management, and Systems Engineers to translate the customer's wants and needs into top-level scope and requirements
* Estimating - Experience working with Engineering and Subject Matter Experts to develop estimates for resource needs, project duration and cost
* Schedule/Budgets - Must be capable of developing a WBS and translating that to a Microsoft Project schedule and able to develop budgets (Expense and Capital) for all work packages in the WBS
* Reporting - Experience preparing monthly financial status reports, and briefing senior management and customers on project status
* Proposals - Proficient at planning, writing, and delivering high quality proposals
* Problem Solving - Excellent problem solving skills - experience with structured problem solving techniques (such as A3) desirable
* Risk Management - Experience creating and managing risk registers, or other structured project risk management techniques
