RMC has a Senior Program Analyst position supporting the Chief of Naval Operations' Innovation, Technology Requirements, and Test & Evaluation (T&E) Division (OPNAV N94). The selected applicant will support Navy test and evaluation infrastructure planning, programming, and management.

The selected applicant will be responsible for the assessing of the needs, technical feasibility, and risk of science and technology test instrumentation proposals in the following areas:

* Air Combat Systems
* Armaments and Munitions
* Autonomous Systems
* C4ISR, Network and Cyber Warfare Systems
* Common Range Instrumentation
* Directed Energy Systems
* Electronic Combat Systems
* Land Combat Systems
* Sea Combat Systems
* Space Combat Systems
* Strategic Warfare Systems
* Test Environments
* Targets (Land, Sea, Air)
* Chemical Biological Radiological Nuclear (CBRN) systems

Responsibilities will include:

* Coordinating efforts to identify Navy and Department of Defense (DoD) strategic priorities, issues, and concerns related to T&E.
* Supporting guidance development, in coordination with the Office of the Secretary of Defense (OSD), for T&E infrastructure management, standards and policies, and investments.
* Supporting Navy participation in joint T&E investment projects.
* Coordinating efforts to generate solutions to critical T&E and science and technology (S&T) needs selected for funding by OSD Common T&E Investment Program (CTEIP).
* Supporting T&E technical studies, to include report analysis, writing, and staffing.
* Representing Navy T&E infrastructure positions to other defense agencies, such as DISA, DTRA and MDA, and the other military services.

A Bachelor's degree in Science, Technology, Engineering, Math (STEM) or related field, plus ten (10) years of experience in T&E, T&E Infrastructure/Instrumentation, and military ranges is required. Effective communication, both written and oral, and excellent organizational skills are a must.

Selected applicant must be able to work with scientists, engineers and program managers across the DoD and industry. The selected applicant must be able to make recommendations regarding science and technology test instrumentation proposals to senior DoD officials including but not limited to Flag Officers, General Officers, Senior Executive Service Officers, etc.

Security Clearance: An active Secret clearance is required to start. Applicant selected may be subject to a security investigation and must meet eligibility requirements for access to classified information.
