The Facility Security Officer (FSO) is the primary representative of the GA-ASI Poway campus for security matters related to the National Industrial Security Program (NISP) and responsible for managing the security program in compliance with government security requirements. As a liaison between GA-ASI and the government, the FSO ensures that employees and visitors understand and comply with what is required for the safeguarding of company and government information and materials. In doing so, the FSO responds to a variety of inquiries of unusual complexity and diverse scope using an extensive knowledge of the National Industrial Security Program Operating Manual (NISPOM) coupled with a broad understanding of established policies, procedures, and practices for safeguarding National Security and company information and exercising considerable judgment to develop solutions while providing leadership and guidance to employees, supervisors, managers, senior management and contractors on appropriate actions to be taken to ensure compliance.

DUTIES & RESPONSIBILITIES:

* Direct and administer all aspects of the Poway Industrial Security programs to ensure compliance with government and GA-ASI security regulations and serve as the primary interface to all levels of management in the areas of Industrial Security.
* Lead all aspects of security activities in accordance with company policies and procedures to ensure compliance with federal security regulations, directives, and manuals for safeguarding National Security Information.
* Ensure compliance with the National Industrial Security Program Operating Manual (NISPOM) for all applicable security disciplines such as; security education/training, visitor control procedures, insider threat and counterintelligence programs, cyber security awareness and preparedness, safeguarding classified information, protecting unclassified export-controlled information, security vulnerability assessments and self-inspections, meeting all physical security requirements, personnel security actions, investigations and for reporting events back to the government.
* Primary contact for DSS inspections and company DoD programs and processes.
* Analyze, investigate, and resolve classified security issues while providing leadership and guidance to employees, supervisors, managers, and contractors on actions(s) to be taken to ensure compliance with the classified security program.
* Establish and maintain liaison with government agencies, external customers, contractors, employees, and managers and communicate with government agencies to obtain decisions, interpretations, and acceptable deviations for compliance with regulations.
* Lead all aspects of specialized security programs (COMSEC, NATO and OPSEC) and procedures for both classified and proprietary materials, documents and equipment.
* Investigate and review all security violations, prepare reports, and recommend specific preventive and corrective action to be taken.
* Provide leadership, direction, and training to less experienced staff.
* Respond to day-to-day security needs of GA-ASI employees and management and assume the role of a trusted business partner for business units and key personnel.
* Review all classified contracts to ensure that proper security guidance has been received, and if not, request it.
* Maintain a listing of all classified contracts on which is GA-ASI currently performing, as well as, classified bids, quotes, and proposals.
* Conduct self-inspection programs for the purpose of evaluating all security procedures applicable and maintain records of self-inspections for review by the government.
* Ensure Information System (IS) compliance in accordance with the Risk Management Framework (RMF), National Industrial Security Program Operating Manual (NISPOM) and the DSS Assessment and Authorization Process manual (DAAPM), through the Information Technology Security department.
* Maintain a facility-focused insider threat program in accordance with the enterprise insider threat plan.
* Ensure that security needs for the SIPRNet are met and up-to-date.
* Maintains the strict confidentiality of sensitive information.
* Performs other duties as assigned or required.

Job Qualifications

* Typically requires a Bachelor's degree in Criminal Justice Administration / Security Management or a related discipline and fifteen or more years of professional classified security experience in a corporate or government environment. May substitute equivalent experience in lieu of education.
* Must have experience with DOD processes and procedures or an equivalent regulatory environment and/or military training.
* Must have an advanced understanding of the applicable US government regulations (National Industrial Security Operating Manual, Intelligence Community Directives, etc.) and an extensive knowledge of established policies, procedures, and practices for safeguarding National Security Information.
* Must possess the ability to identify issues and develop solutions to a variety of unusually complex problems of diverse scope.
* Excellent communication, analytical, computer, and interpersonal skills are required.
* Must be able to effectively interface, influence, and counsel employees, senior managers, and external contacts; analyze and interpret data; initiate and plan projects; produce appropriate clear, concise and detailed documentation; and, present results to a variety of audiences.
* Must be able to work independently and lead in a team.
* Able to work extended hours and travel as required.
* Top Secret Clearance is required.
* US Citizenship is required.
