This position is located in the Office of Special Programs, High Threat Programs Directorate, Diplomatic Security Service, Bureau of Diplomatic Security. The incumbent serves as a Senior Operations Planning Specialist in the High Threat Programs Operations Planning Unit, responsible for developing and maintaining operation plans for major programs and operations, foster innovative operational approaches to support security operations and provides expert advice, guidance and assistance.

Responsibilities
* Serves as the primary point of contact of the DS Center for Lessons Learned Program, which provides a platform for sharing security related experiences and best practices with the U. S. interagency, conferences, symposia, and others forums. * Provides advice and guidance to senior leadership with regards to the actual and potential impact of the lessons learned program. * Establishes standard operating procedures and manages editorial process for lessons learned products, to include editing and rewriting products as needed. * Develops comprehensive scenario-based operations plans to be executed by appropriate Diplomatic Security directorates. Works closely with managers covered by the plans to ensure each organization's specific operational requirements are accurate. * Estimates and ensures the availability of appropriate personnel, equipment and fiscal support required to execute approved operations plans. Forecasts and monitors the availability of resources required to support future operations.

* Verification of employment eligibility in the United States is required. * One year probationary period, unless excepted by regulation. * Must be able to obtain and maintain a Top Secret security clearance. * U.S. Citizenship is required. * Obtain/maintain eligibility to access Sensitive Compartmented Information * Incumbent will be subject to random drug testing.

Applicants must have 1 year of specialized
experience equivalent to the GS-13 level in the
Federal service which provided the applicant
with the particular knowledge, skills and
abilities to perform the duties of the position.
Qualifying specialized experience must
demonstrate the following:
* Experience developing and implementing policies, plans and methods for a security operation related to contingency mission requirements. * Experience overseeing the planning of a security operation and activities. * Experience analyzing and evaluating information affecting frequently changing global security conditions.
There is no substitute of education for
specialized experience for the GS-14 position.
