This position is located in Diplomatic Security, Directorate of International Programs, Office of Overseas Protective Operations, Facility Protection Division.
The incumbent of this position will serve as a program manager for an assigned worldwide geographic area. The incumbents will be responsible for developing program policies and standards related to local guard, surveillance detection, and high threat protection service programs and operations.

Responsibilities
* Serves as local guard and surveillance detection program manager for an assigned worldwide geographic area.
* Reviews and analyzes post's budget request, makes funding recommendations, tracks funding allotments, program costs and program administration for each post, to ensure adherence to program objectives and financial management policies and guidelines.
* Develops, recommends and provides interpretation and implementation of policies, standards, and procedures governing local guard and surveillance detection programs. Administers the centralized aspect of the programs and operations.
* Plans and delivers training sessions for program policy, standards, and procedures for assessment of needs, contracting, programs, financial management, documentation and review. Reviews contract terms and technical specifications.
* Plans and conducts post program reviews and on-site surveys and evaluations of local guard and surveillance detection program, to ensure compliance with standards, policies and guidelines.

* Incumbent will be subject to random drug testing.
* One year probationary period, unless excepted by regulation.
* Must be able to obtain and maintain a Top Secret security clearance.
* Statement of Employment & Financial Interest required prior to appointment.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized
experience equivalent to the GS-12 level in the
Federal service which provided the applicant
with the particular knowledge, skills and
abilities to perform the duties of the position.
Qualifying specialized experience must
demonstrate the following:
* Experience analyzing security laws, regulations, and guidelines related to security protection programs, including local guard and surveillance detection programs worldwide.
* Experience researching and identifying state-of-the-art security technology, systems, devices and measures in the fields of facility, surveillance detection to test and introduce new security technologies.
* Experience analyzing and evaluating security operations to establish policies, procedures and periodically conducting program assessments and reviews.
* Experience conducting contracting and financial management activities and interpreting rules, regulations and processes, to provide assistance and advice pertaining to contract administration, modifications, performance and financial matters.
There is no substitute of education for
specialized experience for the GS-13 position.
