Summary:

The Scrum Master/Requirements Analyst provide engineering expertise while coordinating with multiple program offices and various stakeholders to understand the environment and implement pilot and prototyping activities for the Navy Maritime Maintenance Enterprise Solution - Technical Refresh (NMMES-TR).

Duties and Responsibilities:

* Develop, implement, and deliver an agile development methodology appropriate for this effort, incorporating use of and collaboration with the NMMES-TR user community and Subject Matter Experts (SMEs)
* Deliver and execute a schedule that incorporate agile processes appropriate for this effort
* Conduct tailored Systems Engineering Technical Review (SETR) events and milestones, such as:
* Design Review (Systems Functional Review/Preliminary Design Review)
* Multiple Design Reviews with a security focus
* Test Review
* Physical/Functional Configuration Audit
* Develop and deliver the following CDRLs:
* Presentation Materials
* Report
* Record of Meeting/Minutes
* DoD Risk Management Framework (RMF) Package Deliverables
* Collaborate with Government and external stakeholders to develop and deliver epics, user stories, and develop a backlog to manage sprint planning and retrospectives
* Prioritize customer requirements to develop a roadmap for the rationalization/consolidation and migration against the NMMES-TR high-level incremental release strategy
* Catalyze organization and team's continuous improvement through teaching and leadership in transparency, balance, flow, respect, customer focus, collaboration and agreement
* Provide maturity assessments for external customers at the organization and team levels
* Facilitate training workshops ranging from technical to business practices
* Collaborate with business development and customers to design and implement transformation engagements
* Act as a gentle reminder of process and discipline for software delivery teams
* Facilitate a variety of ceremonies such as retrospectives and project kick-off activities as an objective third party
* One-on-one skills mentoring as needed to drive all stakeholders to a level playing field
* Lead by example with personal discipline and continuous improvement
* Analyze and baseline existing Integrated Master Schedule to optimize it within constraints
* Participate in weekly Integrated Project Team (IPT) meetings
* Analyze user's requirements, concept of operations documents, and high-level system architectures to develop system requirements specifications
* Decompose user requirements to map to traceability matrix for assignment to resources
* Execute an agile development process throughout the system's life cycle.
* Documentation will be developed to capture the agreed upon design and detailed level information during sprint cycles.
* Apply review gates and criteria to assess the maturity of the technical effort.
* Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

* Bachelor's degree or equivalent experience
* 5 years of pragmatic software development and delivery experience
* 3 years in a Scaled Agile Framework (SAFe) transformation role
* Experience in delivery teams using a variety of Agile practices:
* Stand-ups
* Pairing
* Continuous integration
* Continuous delivery
* Retrospectives
* Whole-team approach
* Secret security clearance required

Knowledge, Skills and Abilities:

* Ability to travel
* Ability to facilitate retrospectives, project kick-off activities and other ceremonies
* Ability to effectively gain buy-in and teach practices, principles and values
* Strong communication skills at all levels of an organization
* Exhibit natural servant leadership skills and attitude
* Deep understanding of Kanban Method other reflective-improvement frameworks
* Broad understanding of agile methodologies including Scrum, XP, and SAFe
* Continuous learner and natural teacher
