JOB DESCRIPTION:

SAIC is looking for a Requirements Analyst to support our customer in Arlington, VA

A Requirements Analyst performs C4 and Cyber requirements analysis, policy and strategy, enterprise portfolio analysis and management, financial management, cost analysis which may include cost performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, and special studies and analyses. The Contractor will proactively coordinate across the Deputy Directorate CIO and its members to assist with improving the overall quality, efficiency and effectiveness of JS CIO policies.

Primary Job Duties

* The Contractor shall support the JS implementation of DoD 8115.02 IT PfM process, and facilitate the analysis, selection, control and evaluation of JS IT investments. The Contractor will provide support in conducting business case reviews and investment analysis as well as, the integration of strategic capability planning guidance to maximize the return on IT investments through the use of DoD IT PfM portals.


* The Contractor will support integrating strategic planning, performance planning, and information management planning to maximize the return on investment. Analyze investments based upon programmatic, technical and architectural criteria. Coordinate scoring of programs and assess and evaluate the value and risk of the IT investments. The contractor shall link the interdependencies between both program and information management to facilitate planning as directed or implied by applicable legislation.


* The Contractor will provide analysis of existing investments and new requirements ensuring they support Joint Staff and DOD vision, mission and goals while maximizing the return and minimizing risk.


* The Contractor will support linking IT investments to improve mission performance and provide information to decision makers to influence decision processes that influence planning, programing and budgeting of JS IT investments. The Contractor shall conduct ongoing reporting and compliance reporting requirements as dictated by DoD. The Contractor will ensure JS IT systems correspond to the DoD/CIO Select and Native Programming Data Input System - Information Technology (SNaP-IT) budget, and are accurately entered in the DoD IT Portfolio Repository (DITPR) and DOD Information Technology Investment Portal (DITIP).


* The Contractor will provide support to the JS for each fiscal years (FY) Budget Estimate Submission (BES) and President's Budget (PB) IT budget submission in accordance with DoD and OMB requirements. Coordinate with DOD/CIO staff, assist JS Comptroller and JS IT Portfolio Managers with completing required exhibits using SNaP-IT.


* The Contractor will develop IT Investment value and risk criteria to support annual staff-assisted assessments. The contractor will facilitate these assessments to ensure JS personnel involved with PfM activities understand their roles and how to use the tools available. The contractor will provide the government with an evaluation and advise on recommendations to the JS CIO.


* The Contractor will provide support to the JS J6 in a manner that will foster positive and productive relations between JS Directorates, internal deputy directorates and divisions as well as external organizations such as DoD CIO and Military Service Executive Agents.



Qualifications

TYPICAL EDUCATION AND EXPERIENCE: Bachelors and six (6) years or more of related experience; Masters and four (4) years or more experience; PhD and 0 years related experience

A mid-level Requirements Analyst should have a minimum of 5-7 years of Defense-related experience and a Bachelor's degree from an accredited college.

* The contractor should possess the management skills, knowledge and experience to lead, facilitate and with collaborate cross-functional teams on IT Investments across the Joint environment.

Desired Skills/Experience

* The contractor should have three years' experience working in any of the military branches of the Department of Defense. Joint Staff, COCOM experience, and PMP certification are preferred.


* Experience in written and verbal communications with senior military officers and senior government employees/executives.
