Responsibilities:

* Employee will be dual-hatted as the Task Order Project Manager (TOPM) / Senior SharePoint Developer for Intelligence Information Services (IIS) providing Intelligence Automation Support to INSCOM.
* The TOPM shall be: Accountable for all aspects of contract execution and manages the hands-on, day-to-day execution of related operational activities; Responsible for program management operations and resourcing of all contract requirements, including staffing, GFE accountability, and tasking responses; Responsible for meeting all technical, financial, and contractual requirements; Ensures that management processes and business systems facilitate meeting performance requirements; Primary Point-of-Contact and is authorized to act on all matters relating to the daily operation of the contract.
* Senior SharePoint Developer responsibilities include: Leads SharePoint development teams and manages/oversees and provides quality control of junior personnel; Obtain and maintain all certifications required per DOD Directive 8570.01-M at a IAT II level; Provide Microsoft Office SharePoint development across 9 networks and over 100 web applications (MS .NET and MS IIS Server web development); provide web-authoring and version control tools for Microsoft-oriented enterprise environment using Visual Studio, Team Foundation Server (TFS), Microsoft SharePoint Designer, and other Microsoft Office SharePoint technologies. Provide system and software development services such as: Gathering and analyzing requirements for approximately 5+ developed applications per week; Documenting specifications; Design flowcharts and wire diagrams 5+ applications per week; Preparing test plans for 5+ applications per week; Designing system configurations; Performing and assisting with integration tests for 20+ web applications per week; Write 10 different required documents (i.e. SOPs, "How-To" guides, testing plans and results, accreditation, etc.) for all applications; Training for staff, end users, and managers of web and portal sites; Development of training delivery methods; Preparation of training plans; Development of training curricula and materials; Maintain a standard look and feel throughout network web sites; Provide web development and project support in accordance with the policies, regulations, and guidelines of INSCOM, DNI, DOD, DA, DIA, NSA, and Intelink Management Office (IMO). Understand and follow Section 508 of the Rehabilitation Act Roles and Responsibilities

Requirements:

* PMP Certification or Equivalent
* 10+ years of experience as a SharePoint Developer
* Knowledge of LDAP/Active Directory authentication and group security as it applies to SharePoint.
* A solid understanding of Windows SharePoint Services and other web development experiences will be required in order to implement high quality, scalable and effective SharePoint solutions to support various organizational requirements.
* Extensive knowledge of SharePoint 2010 or newer, including workflow and content management.
* Extensive experience with Microsoft Office System and its integration with SharePoint
* Experience writing and reviewing SOPs, process documents, business plans, CONOPS, and other technical documents
* Experience working within the intelligence community,
* Experience with using SharePoint as a designer, creating pages, and using Web parts, including data, content, supporting services, and applicable registries
* Knowledge of governance, including policies, practices, procedures, and decision forums
* Ability to develop unconventional solutions for customer requirements in a collaborative environment as part of a dynamic team and independently with customers at all levels
* Ability prepare and present briefings and training
* Ability to independently initiate, manage, execute, and report tasks, as identified
* Possession of excellent analytical, problem solving, interpersonal, oral and written communication skills
* Accountable for all aspects of task order execution and manages the hands-on, day-to-day execution of related operational activities
* Responsible for program management operations and resourcing of all task order requirements, including staffing, GFE accountability, and tasking responses
* Responsible for meeting all technical, financial, and task order requirements
* Ensures that management processes and business systems facilitate meeting performance requirements
* Primary Point-of-Contact and is authorized to act on all matters relating to the daily operation of the task order
* At hire, must have and maintain all of the certifications per DOD Directive 8570.01-M --- IAT II or IAT III.
* IA Workforce System Architecture and Engineering (IASAE) Specialty Level II or Level 1

Security Clearance:

* TS/SCI
* Personnel must meet/exceed the IT-1 Personnel Security Standard per AR 25-2, Paragraph 4-14

* IT Program Manager experience managing multiple servers across multiple networks and experience managing 20+ employees with varying tasks.
