We have multiple openings for Project Controls Analysts. You will have a strong emphasis in Earned Value Management (EVM) processing of Line Item construction projects in accordance with DOE 413.3B and EIA 748 guidelines and will serve as an EVM subject matter expert. You will have expert knowledge using project controls systems such as cost processors, scheduling, and reporting tools, and will review production and integrity of cost, schedule, earned value data for developing project reporting data. This position is in the Project Management Office (PMO).

This position will be filled at either the Q01.4 or Q01.5 level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.

Essential Duties

* Develop project controls work processes, tools, and procedures, including a Work Breakdown Structure dictionary, Organizational Breakdown Structure, and associated Responsibility Assignment Matrix for Control Account Manager (CAM) assignments.
* Monitor earned value performance data, develop complex data analysis including cost and schedule variance analysis, and prepare recovery or corrective action plans. Coordinate and review risk vetting, reporting, and Estimate at Completion analysis.
* Oversee production and status of schedule milestones and networks ensuring integrity and compliance of schedule data using horizontal/vertical traceability methods.
* Identify cost trends and schedule impacts, use statistical tools to analyze metrics, and report cost, schedule, risk and earned value information at meetings and to management and clients throughout the lifecycle of projects.
* Responsible for integration of all project activities and total work scope for identification and maintenance of project critical path.
* Perform and maintain baseline change control management processes and logs.
* Prepare and present graphic presentations of cost, schedule, scope, risk, and earned value information at general and formal meetings such as Functional Management Reviews, Integrated Baseline Reviews, and Earned Value surveillance reviews.
* Perform other duties as assigned.

In Addition at the Q01.5 Level

* Responsible for the effective execution of the project control system and the development of CAM training classes and on-the-job training for project controls processes and practices.
* Perform and oversee complex statistical analysis, schedule monitoring, and computer operations, and coordinate comparisons of historical data and scope, quantities, and cost data between projects.
* Review, edit, and provide guidance for the development and maintenance of the LLNL Performance Management System Description and associated procedures.

Qualifications

* Bachelor's Degree in relevant functional discipline or equivalent combination of education and related experience.
* Experience directing project controls functions, including cost estimating, cost control, and cost analysis; experience and demonstrated skill directing, planning and scheduling functions, including schedule development, control and analysis.
* Expert level understanding of general project controls technical skills and the integration of all of the components of an Earned Value Management System with DOE 413.3 and EIA 748 guidelines including organizational, planning, accounting, analysis and revision process areas.
* Experience performing statistical analysis, schedule monitoring and computer architecture and operations to disseminate, create, and present highly detailed and complex financial information to diverse audiences.
* Expert knowledge of and experience using project controls operating systems such as Primavera, Cobra, or MS Project, and expert knowledge using Microsoft Office tools.
* Experience leading project controls tools installations, upgrades, and connectivity integration.
* Knowledge of and experience integrating risk management into project baseline and performing Monte Carlo analysis.
* Experience independently and successfully clarifying issues, analyzing concerns, and resolving highly complex problems, making and implementing sound decisions, and communicating effectively both verbally and in writing with diverse individuals.

In Addition at the Q01.5 Level

* Experience completing project controls work and solving complex problems in innovative and effective ways.
* Experience as a skilled specialist in establishing criteria for project controls systems and activities.
* Expert knowledge and understanding of all components in the project controls system and current industry and technical developments.

Desired Qualifications

* Project Management Professional certification, Earned Value Professional, and Six Sigma certifications.

Pre-Employment Drug Test: External applicant(s) selected for this position will be required to pass a post-offer, pre-employment drug test. This includes testing for use of marijuana as Federal Law applies to us as a Federal Contractor.

Security Clearance: This position requires a Department of Energy (DOE) Q-level clearance.

In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
