Program Overview:

Contracting and Management Services (CAMS), a division of Public Health Solutions, administers millions of dollars in public health funding through "master contracts" with the New York City Department of Health and Mental Hygiene (NYCDOHMH). Since 1991, CAMS has funded services for people living with HIV/AIDS under the federal Ryan White Treatment Modernization Act, and since 2000, for HIV prevention services. CAMS contracts with community-based organizations, hospitals, clinics, mental health clinics and other organizations for services in areas as diverse as early childhood mental health, cancer screening, substance abuse treatment and risk reduction, family planning and HIV/AIDS. In addition, CAMS has recently expanded its portfolio of contracting services to include a broad array of non-HIV/AIDS public health and human services initiatives.

CAMS implements innovative reimbursement and monitoring approaches, and helps service providers to meet their contractual goals through direct technical assistance and partnering with NYCDOHMH for program assistance. CAMS promotes effective service delivery, program and fiscal integrity by setting and communicating standards, and by collecting, analyzing and reporting on program data.

Position Summary:

Public Health Solutions seeks an experienced Programmer Analyst to join its Planning and Informatics Unit. The programmer analyst will be responsible for development, maintenance and documentation of web-based application (C#, ASP.net ) and of SQL Server Stored procedures and other database objects.

Responsibilities:

* Development, maintenance and documentation of web-based applications (ASP.Net, C#).
* Development, maintenance and documentation of SQL stored procedures and other database objects.
* Development, maintenance and documentation of reports using MS SQL Server Reporting Services.
* Development of SQL stored procedures, tables, etc. using T-SQL.
* Participation in system analysis and design efforts regarding user interfaces, definition of process specifications and design of application structures.

Qualifications and Experience:

* Bachelor's degree in computer science or related field.
* Well-developed skills in design and implementation of web-based interfaces and program logic.
* Experience developing on a relational database platform.
* Solid knowledge of Standard Query Language (SQL), including development of stored procedures.
* Solid knowledge of Microsoft SQL Server Integration Services and Reporting Services.
* Solid knowledge of ASP.Net and C#.
* Knowledge of Web Services is a plus.
* Knowledge of Ajax is a plus.
* Team player who relates well to constituents in many roles.
