Job Description

ASRC Federal Space and Defense is seeking to identify a Program Manager in anticipation of a favorable award of the NASA Jet Propulsion Laboratory (JPL) Engineering, Implementation, Science, Operations and Communications (EISOC) contract. This program will be located in Pasadena, CA.

Summary:

Responsible and accountable for the overall EISOC contract / program based on established performance expectations, benchmarks, and metrics attuned to NASA needs, program requirements, and customer satisfaction index and aligned with NASA broad agency initiatives. Single point-of-contact for all customer technical performance and financial requirements and issues.

Overall Responsibilities:

* Establish, manage, guide, and optimize all central management functions necessary to support all EISOC program activities, including risk management and continuous improvement initiatives. Specific elements of oversight and guidance comprise holistic program management; cost control; financial management and reporting; procurement services; safety, health and environmental planning; cybersecurity, IT security and physical security planning; government property management; export compliance; and administrative support.
* Provide oversight and flow down requirements to staff responsible for requirements supporting the software development lifecycle for local, distributed, embedded, and web/mobile applications. Specific elements of this area comprise the design and development of software and network architectures; design, development, and testing of relational and object databases; design, development, and testing of scientific algorithms; design, development, and execution of software validation and verification test plans and deployment and configuration management support services.
* Provide oversight and flow down requirements to staff responsible for key engineering fields and the performance of analysis and operational tasks in support of flight and non-flight projects. Specific element of this area comprise the optimization, preparation, and validation of spacecraft and instrument command plans within operational constraints; management of complex and high-volume data processing workflows to meet quality, latency and mean-time-between-failure requirements; and interfacing with other operational teams, project personnel, and science teams.
* Provide oversight and flow down requirements to staff responsible for the performance of systems engineering for flight and non-flight tasks. Specific elements of this area comprise the collection and documentation of detailed requirements; development of operational scenarios; preparation of schedules and cost estimates; performance of complex trade studies and modeling / analysis for flight and ground systems; testing and validation of flight and ground systems; definition of work processes to improve operability; preparation of technical documentation/reports; and leadership of / participation in technical reviews.
* Provide oversight and flow down requirements to staff responsible for the performance of computer and information research. Specific elements of this area comprise distributed computing, data management, intelligent search, data analytics, virtual reality, and machine learning; and the development of models and prototypes to demonstrate technology.
* Provide oversight and flow down requirements to staff responsible for the providing technical documentation and science visualization tools. Specific elements of this area comprise the design and development of technical documentation and web-based science visualization tools, as well as related media, in support of the project and science teams.
* Provide oversight and flow down requirements to staff responsible for providing end-user support to the JPL, science, and engineering communities. Specific elements of this area comprise data distribution, inquires/assistance concerning scientific data, end-user documentation, and communicating user needs to developers.
* Establish an environment of practical innovation for positive change. Spearhead and encourage employee ownership in recommending, developing, communication, and implementing optimization initiatives that improve task and work process that exceed customer requirements and/or solve customer issues.
* Establish succession planning and work closely with the customer to forecast near-term and future talent and skills inventory needs. Oversee the establishment of a continually refreshed database of pre-qualified candidates to meet staffing needs.

Qualifications:

* NASA Laboratory management experience (contractor background in task-order oriented environment preferred)
* Working knowledge of JPL, its unique culture, and its current and planned missions
* Demonstrated instances of causing positive change in similar environments.

Desired Qualifications:

* Project Management Professional (PMP); thorough knowledge of all applicable NASA Goddard Space Flight Center (GSFC) procedures, guidelines, and directives.
* Working knowledge of current NASA agency-wide initiatives; in particular, Comprehensive Digital Transformation.

Required Education and Experience:

* BS degree with a minimum of 15 years of related experience or minimum of 10 years with an MS or an MBA degree.
