CA PPM / Agile Central Application Development Lead

Job Purpose

* Ensure that PMO Tools suite of applications are providing value aligned to stakeholder needs, are stable and being operated in a risk-appropriate manner, and maturing in-line with a business and technology aligned PMO Tools roadmap. The PMO Tools Product Manager is responsible for the end to end service relating to the PMO Tools experience inclusive of its description, strategy, future direction, customer satisfaction, financial performance, and value of the service.

Role Summary:

* A key role within Technology Strategy and Planning, the PMO Tools Product Manager will have both strategic and tactical responsibilities. Strategic focus is on developing and maintaining a multi-year PMO Tools roadmap aligned to technology and business strategies, technology architecture, and financial goals. This plan will include a strategic vision for the PMO Tools Suite of application, a clear depiction of capability maturity, a support/operating model, as well as a clear understanding of the market/peer trends and direction. Tactical responsibilities include overseeing the operations of the PMO Tools suite of applications inclusive of Application Support and Maintenance, Enhancements/Changes to the environments, stakeholder engagement, reporting, and financial process support.
* This is a hands-on role, that will require high levels of cross-functional collaboration, working closely with Technology Strategy and Planning, Technology PMO, Human Resources, Finance, Vendor Management, Technology leadership and business stakeholders.
* This role will serve as the primary liaison to the PMO Tools Team

Primary Responsibilities

* Establish and maintain an architecturally aligned target state vision and roadmap for the PMO Tools/Solutions, aligned to the broader organizational strategies, champion the vision
* Manage the near and long-term strategy of the applications inclusive of data needs and performance
* Ensure day to day functionality of PMO Tools/Solutions in production
* Manage the PMO Tools Team, dedicated to conducting projects, enhancements, maintenance, and operations for the suite of PMO Tools
* Manage delivery inclusive of projects and platform enhancements across all aspects of the SDLC/TDLC -work intake, prioritization, design, development, testing, and deployment
* Manage releases and work with QA and operations teams to thoroughly test releases and ensure software deplorability
* Manage the operational aspects of the PMO Tools/Solutions inclusive of Incident Management, Problem Management, and Change Management
* Establish and manage a reporting/data strategy relating to the PMO Tools applications and corresponding data
* Participate in Application Disaster recovery and continuity management
* Understand dependency trade-offs that impact end user experience
* Maintain a customer-centric approach, spend time with end users to understand needs, challenges
* Manage the relationship with key vendors/partners in the PMO Tools space, ensuring alignment to Product direction, versions/release, security, and trends
* Support the annual planning process from a tools perspective
* Provide and manage a governance framework and processes to collect and maintain complete and accurate PMO data aligning with the Technology Strategy and Planning, Technology PMO, Finance, and Delivery Teams
* Produce regular reporting packages highlighting relevant metrics, trends, and recommendations
* Support ad hoc reporting and analysis needs
* Understand external trends relating to PMO Tools and Strategic Planning

Minimum Experience Required:

* BS in related field Bachelor's degree in Computer Science, Information Technology, Engineering, Finance or Business Administration; Masters a plus
* 5-10 years Technology product/application management experience, with experience in PMO, financial, workforce, Information Technology, a plus
* Experience and familiarity with PMO tools such as Clarity PPM, Agile Central (Rally), Jira, Microsoft Project
* Experience and familiarity with Strategic Planning, PMO, and Delivery functions inclusive of capacity management, demand management, supply/demand analysis, financial management, Portfolio Management, Project Management, Agile, SCRUM, Kanban, Waterfall
* Experience and familiarity with Insurance and Financial Services business systems a plus
* Experience and familiarity with IT operating models and digital transformations
* Experience managing multiple projects, including partnerships with external technology partners
* Experience working closely with senior executives
* Experience in portfolio, program and project management roles working effectively across multiple business and technology teams and functions
* Knowledge of SDLC, ITIL and application or infrastructure solution development and deployment
