DESCRIPTION OF DUTIES

You will be the Principal Cost Analyst leading agile cost estimating efforts in support of intelligence community software development programs. As lead contractor of a government/contractor team you will develop, maintain, and update program cost estimates for agile software development projects.

You will apply the principles, theories, and methods of cost estimation and analysis to develop cost estimating relationships and to design cost estimating methods. You will be expected to apply advanced statistical techniques; normalize data; and perform risk analysis, uncertainty analysis, cost improvement curve analysis, and inflation analysis. Your knowledge and experiences will allow you to perform independent research on emerging topics within the field of cost estimating for agile development programs; to enhance the tools and methods; and to find existing cost data from all available sources. You will serve as advisors to the client on matters of best practices, interpretation of new DoD policy, and recommendations for new policy. Typical activities include:

* Create cost estimating relationships for new technologies and modernization programs
* Build Business Case Analyses, Cost Benefit Analyses, Market Surveys, and Economic Analyses to resolve rapid acquisition strategies for new capabilities
* Assess new and agile DoD acquisition strategies, Requests for Proposal, and Contract Data Requirements Lists for compliance with related cost data requirements to enable reduced acquisition timelines
* Prepare and/or analyze military intelligence system modernization technical baseline documents for content completeness and consistency with other program documents
* Develop and brief results and cost models to senior government leaders to enable decision-making

BASIC QUALIFICATIONS

* Active TS/SCI clearance
* Bachelor's Degree in Business Administration, Economics, Mathematics, Statistics, Date Analytics, or Engineering. We will consider an equivalent combination of education and experience.
* 12+ years of DoD or Intelligence Community Estimating Experience. Experience to include developing cost estimating relationships using raw data and conducting cost research efforts.
* 2+ years providing cost analysis and estimating support for an agile software development and/or rapid acquisition initiative
* Ability to independently collect data and normalize to prepare for cost estimation
* Ability to independently conduct research on matters of cost analysis given a specific topic
* Familiarity with all cost estimating methodologies and the ability to recommend different methodologies based on available data and project timeline
* Experience estimating all phases of the product life cycle, from development through sustainment and disposal
* Excellent interpersonal skills to effectively communicate the results of evaluations and analysis

PREFERRED QUALIFICATIONS

* International Cost Estimating and Analysis Association (ICEAA), or American Association of Cost Engineering (AACE) certifications
* Program Management Institute (PMI) Agile Certified Practitioner (PMI-ACP)
