Position/Program Information

LA COUNTY LIBRARY

TRANSFER OPPORTUNITY

LA County Library is seeking a highly qualified, self-motivated individual to fill a vacancy in Integrated Library Services.

Essential Job Functions

* Provides technical expertise to project managers, department management, and/or user management regarding one or more major system development or maintenance efforts.
* Advises management on technical alternatives, such as languages, tools, platforms, utilities, and servers.
* Leads and participates in the work of a team of Application Developers engaged in the development or maintenance of the most highly technical programs.
* Provides technical consulting on long-range information systems planning.
* Programs the most specialized and complex applications.
* Solves the more complex application software and system performance problems.
* Analyzes performance data and conducts capacity planning.
* Establishes quality assurance procedures.
* Monitors vendors to ensure performance according to project goals and contract terms, and reports performance problems to management.
* May assist in creating Statements of Work (SOWs) in support of applications development efforts.
* May serve as a project manager.
* May represent the department in collaborative efforts with other County departments, outside agencies, and/or vendors.
* May supervise lower level application development personnel.

Desirable Qualifications:

* Knowledge and experience in utilizing the Agile (Scrum) software development methodologies
* Knowledge of the system development life cycles
* Web application development experience with HTML, CSS, JavaScript, MVC, ASP.NET
* Knowledge and experience with the Microsoft online ecosystem: e.g., Flows, PowerBI, PowerApps, Teams
* Knowledge and experience developing SharePoint Online sites
* Knowledge and experiencing developing online forms and business automation
* Web service development experience with REST, JSON.
* Familiarity with Linux and PERL
* Database development experience with Microsoft SQL Server, Stored Procedures using T-SQL
* Database development experience with ORACLE, Stored Procedures using P/L-SQL
* Version control systems experience (e.g., Git)
* Experience developing technical documentation and interpretation of technical documentation
* Knowledge and experience using Microsoft Project and Microsoft Visio
* Excellent troubleshooting and analytical skills.
* Excellent customer service and interpersonal skills
* Excellent verbal and written communication skills
* Excellent organization and time-management skills
* Ability to work both independently and as part of a team
* Ability to interact effectively with all levels of staff and management within the Department, other County departments, contract service providers, and outside agencies
* Ability to present to various levels of staff
* Ability to provide customer service to staff
* Knowledge of Library systems and applications (e.g., Sirsi-Dynix)
* Experience supervising a small team of application developers

Requirements

Restricted to permanent County of Los Angeles employees who have successfully completed their probationary period and currently hold the payroll title of Principal Application Developer.

The vacancy is located at LA County Library Headquarters located at 7400 E Imperial Hwy, Downey, CA 90242. This position is currently on a 4/40, Monday through Thursday 7 am - 6 pm work schedule.
