Summary Description:

The Research and Development Directorate of Defense Health Agency (DHA J-9) delivers value to the military and Veteran communities by shepherding innovative materiel and knowledge products from concept through final product development into the hands of providers and warfighters. We instill best business practices in the creation of these products with the aim to reduce practice variation, enhance pathways of care, improve health, and increase the lethality of a medically ready force. J-9 requires a project manager who can provide project management leadership, process improvement, and program evaluation services across the organization. The candidate must be able to apply industry-recognized project management practices across various projects. This role reports to the PMO Lead and directly supports PMO's Sr. Project Managers.

Duties and Responsibilities:

* Provides day-to-day support for PMO-assigned programs, to include Support Agreements Management, Records Management, Managers Internal Control Program, and Annual Statement of Assurance.
* Supports various PMO projects and initiatives, such as strategic planning, process improvement Surveys, task management, etc.
* Assists with designing, revising, implementing organizational practices leveraging standardized project management and portfolio management processes and capabilities
* Lead the development and refinement of standard operating procedures and project management templates (e.g. project charters, project management plans, schedules, risk registers, communications plans, etc.)
* Develop and manage project goals, objectives, metrics, risks, and constraints (scope, schedule, cost, and quality)
* Collaborate with internal and external stakeholders to ensure projects are delivered on schedule, with the desired level of quality
* Support teams that conduct monitoring and evaluation (M&E) of programs within as well as healthcare programs within the Military Health System
* Assists with the conceptualization and execution of evaluation questions and methods, collection and analysis of evaluation data, and development of actionable evaluation reports
* Assists with meeting facilitation, capture and action item tracking.
* Support various data entry requirements, maintain staff training files, proofread documents, develop response packages and other documents as needed

Required Qualifications

Mandatory Qualifications (Education, Certifications, Experience, Skills):

* Bachelor's with 1-3 years' experience in a federal / DoD organization a plus
* Experience managing projects or serving as part of team supporting projects
* Fluency with Microsoft Office, to include the use of Microsoft Project, Microsoft OneNote, and the standard suite of productivity tools (e.g., Excel, PowerPoint, Word)
* Strong written and oral communication, presentation skills, and interpersonal skills
* Strong organization skills to manage multiple projects leveraging industry best practices
* Ability to work in a fast-paced environment

Desired Qualifications

Desired Qualifications (Education, Certifications, Experience, Skills):

* PMP, LSS, CSM certification a plus
* Experience with the Department of Defense (DoD), other government agencies, and/or healthcare entities
* Familiarity with MS SharePoint
