The Office of the Associate Under Secretary for Environment, Health, Safety and Security (EHSS) manages the Department of Energy's (DOE) major staff organizations responsible for health, safety and security policy development, programs, assistance, training. The office provides direction for the development and promulgation of the Energy Department's health, safety, environmental, and security policies and deployment of technical assistance to its sites.

Responsibilities

As a Physical Security Specialist you will:

* Lead, guide, and participate as a member of a team of security specialists, engineers, program analysts, subject matter experts and intelligence specialists; formulate, develop and promulgate vulnerability assessment policy, the risk assessment policy, the safeguards and security program planning policy, the DOE DBT Policy, and provide technical material control and accountability assistance; and develop departmental policy papers, directives, standards and procedures involving the DOE security protection program.
* Serve as a physical security analyst responsible for analyzing reviewing, developing and implementing counter unmanned aerial systems threats to physical security systems; maintain awareness of new and/or revised Department of Energy polices, monitors impact on operations and monitors the implementation of polices for integrating and synchronizing intelligence security support; plan and advise on implementation of new policies, procedures, processes, methods or approaches of substantial scope and difficulty; and monitor and maintain awareness of the new or revised Department of Energy related physical and cybersecurity policies and processes as it relates to the national security construct, identifies and evaluates new or revised policy changes, trends, issues and their impact.
* Serve as a representative on working groups with functional or multi-disciplinary emphasis: plan and develop internal strategies and participate in meetings to provide advice and assistance to resolve problems; lead and participate in the development of the policy for vulnerability assessments submitted by DOE field and programmatic offices to ensure that the assessments are comprehensive and technically accurate; consider the full spectrum of threats facing DOE's nuclear facilities including unmanned aerial system impacts to physical security systems; and develop the DOE DBT Policy.
* Document the results of performance testing, and recommend the necessary measures and upgrades to fulfill protection goals and objectives; document problems in the vulnerability assessments to senior management and proposes alternatives to effect problem resolution; coordinate, plan, and participate in technical forums, interagency meetings, technical workshops, national conferences, and meetings; communicate information with the organization and with supervisors and customers, assist in the formulation of policy positions, coordinate activities with internal and external groups, and coordinate joint Federal programs covering a broad spectrum of interest; influence and maintain awareness of Other Government Agency activities impacting DOE's programs and plans, evaluate technical development reports and plans covering undefined and unproven methods or techniques, and presents issues, problems, impacts and recommends solutions.

OTHER REQUIREMENTS:

Required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and as necessary to meet regulatory guidelines.

You must possess or have the ability to possess a DOE "Q" clearance (Top Secret) for access to information classified as high as Secret Restricted Data and Top Secret National Security Information and the ability to obtain Sensitive Compartmented Information (SCI) access.

This position has been designated as a Testing Designated Position (TDP) subject to testing for all illegal drug use, and you will be required to pass an initial drug test as well as continued random drug testing

Must be able to obtain and maintain a DOE level "Q" security clearance.

This position may be filled at the GS 12 or GS 13 level.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS:

GS-12:

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as conducting statistically based vulnerability assessments and/or security risk assessments of high security systems consisting of intrusion detection, access delay, entry control, explosives detection and protection and armed response; preparing and reviewing reports for recommending improvements to physical security systems and processes to improve operational efficiencies; and experience in the operation of and federal regulations pertaining to unmanned aircraft systems and countermeasures to include kinetic, radio-frequency, and passive measures.

GS-13:

* Mastery of safeguards and security requirements, policies, and issues, within the federal government and/or private industry in order to provide guidance to agency management.
* Demonstrated knowledge and expertise of processes and techniques for the integration and analysis of counter unmanned aerial system technologies.
* Mastery of the concepts, principles and practices of risk assessment methodologies as applied to physical security systems to assist in the development of safeguards and security Vulnerability Assessment (VA), threat assessment and program planning policy, and the technical analyses of vulnerability assessments, risk assessments, safeguards and security upgrades, the Design Basis Threat (DBT) policy, threat assessments, site security planning relative to nuclear weapons and nuclear energy production facilities.
* Knowledge of the full range of nuclear safeguards and security regulations, policies, and procedures, such as the System Security Plan (SSP); Atomic Energy Act of 1954, as amended; the Nuclear Nonproliferation Act of 1978; Executive Orders; National Security Decision Directives; Code of Federal regulations (specifically, 10 CFR 710); and applicable FAA laws and regulation pertaining to unmanned aerial systems.
* Knowledge and understanding of the operations, processes, mission, and safeguards and security conditions at field facilities to assist in the determination of the current posture of safeguards and security; identify the weaknesses in protective force and physical security systems; and provide consultation regarding mitigation measures.
* Knowledge and skill to assist the agency and contractor managers on the application of safeguards and security policies and developments, the development of site-specific vulnerability assessments, risk assessments, threat assessments, SSPs, and the conduct of surveys.

Education

EDUCATION:

Education must be obtained from an accredited institution recognized by the U.S. Department of Education.

To be eligible for a GS-12 and GS-13 grade level, education cannot be substituted for specialized experience.
