Next Generation OPIR Ground Integration Systems Engineer

Duties and responsibilities

Job Description:

SAIC is currently looking for an experienced senior systems engineer to provide ground system integration support on the Air Force Space and Missile Systems Center (SMC) Technical Services (STS) contract to the SMC Remote Sensing (RS) Systems Directorate. The RS Directorate is responsible for the Air Force's Overhead Persistent Infrared (OPIR) and Environmental Monitoring space and ground systems across the full development and operational lifecycle.

The selected candidate will support the acquisition of the Next Generation OPIR space vehicle/satellite/ground system and will be an integral participant in supporting the integration of the Next Generation OPIR satellites into the Ground System. The Next Generation OPIR system includes major space system upgrades; and, this role spans the entire development lifecycle for space systems, including concepts, requirements, design, development, test/validation, and transition to operations. The systems engineer will interface with development contractors and provide recommendations to the Government for all program activities.

Key Duties/Responsibilities include, but not limited to:

* Utilizing experience and knowledge of major Government satellite programs with systems engineering and ground systems development, test and integration, the candidate will support technical ground communications system solutions that provide satellite command and control and mission data processing of OPIR sensors.


* Provide oversight of the space to ground interfaces, requirements decomposition and allocation, and the fully integrated system schedule. Track ground and mission processing capabilities and assess if developing on schedule to support the integrated system schedule.


* Identify technical discrepancies between spacecraft/payload hardware and ground systems against requirements and program baselines. Perform independent risk assessment and evaluation of program management execution, technical review execution, and systems engineering; and recommend system improvements and efficiencies.


* Provide subject matter expert (SME) counsel to the RS Directorate regarding ground system integration of the Next Generation OPIR satellite system. Advise on engineering, upgrade or design, integration and delivery of space and ground communications services.


* Ensure designs fully support requirements and are consistent with customer budget, schedule, risk profile and system constraints.


* Collect data and provide comprehensive analysis on existing development programs within the RS Directorate.


* Provide technical and acquisition support to Government and contractor milestone reviews to assess progress, issues, and meeting mission requirements traceability.


* Ensure program level documentation is aligned with Directorate and higher headquarters guidance for program planning and execution.



Qualifications

Qualifications:

CLEARANCE REQUIREMENT:

* Must possess Top Secret


* Must be able to obtain a Top Secret/SCI



REQUIRED EDUCATION AND EXPERIENCE:

* Bachelors (STEM) and fourteen (14) years or more of related experience -OR- Masters and twelve (12) years or more of related experience -OR- PhD or JD and nine (9) years of experience


* Demonstrated experience in requirements definition and analysis, fielding and integration of ground system hardware, and space to ground system test


* Demonstrated application of advanced technical principles, theories, and concepts


* Contributed to development of new principles and concepts


* Participation with senior managers to establish strategic plans and objectives


* Ability to recommend/make decisions on project work matters and ensures effective achievement of program, project, or organizational objectives


* Exercised independent judgment in methods, techniques and evaluation criteria for obtaining results


* Excellent interpersonal, leadership, team building and problem solving skills with a demonstrated ability to be effective in a government/contractor team environment



DESIRED EXPERIENCE AND SKILLS:

* Experience working in a systems engineering and technical support (SETA) role


* Experience in space systems


* Payload and Satellite hardware and software design, development, integration & test experience


* Experience in Systems Engineering of Space Systems programs


* Knowledge of OPIR Systems (preferred)


* Knowledge of DoD Acquisition processes (preferred)
