Performs difficult professional work serving as Network Manager; does related work as required. Work is performed under the general supervision of the Chief Technology Officer.

Examples of Duties: Manages the Network Section staff; manages the network infrastructure including the LAN and WAN; maintains all of the County's systems servers and works with the security analyst to maintain a secure network environment.

Manages staff in the Network Section;

Manages network infrastructure including the LAN and WAN;

Administers, maintains, and upgrades all of the County's servers;

Maintains a secure network environment;

Maintains all connectivity devices, including hubs/switches/routers/cabling, on the LAN and WAN;

Administers and maintains County's server infrastructure, storage area networks (SANs), backup systems, and data recovery;

Maintains County's email servers, email archive systems, and web servers;

Maintains virtual private network (VPN) for mobile and remote connectivity;

Maintains the County's firewalls and other security systems, including antivirus, spam filtering, intrusion detection, etc., to protect networks, servers, and pc's from security threats and viruses;

Works with State agencies to connect to the County's network;

Implements network policies, procedures, and standards;

Analyzes and purchases new equipment related to keeping the network, servers, and storage innovative;

Helps develop the budget and capital expenditure plans for IT and works with CTO to

strategically plan multiyear budgets and hardware and software refreshes;

Oversees network managed services contract and contracts for professional services,

video production of County meetings, etc.

Keeps abreast of developments in PC/Networking, cyber security, and general IT;

Monitors and ensures help desk tickets are responded to on a timely basis including for

staff they supervise;

Performs capacity and resource planning assessing network risks and contingency

planning;

Maintains County Disaster Recovery Plan and Continuity Plan;

Serves the needs of internal and external customers; and

Performs other duties as required.

Typical Qualifications: Thorough knowledge of network operations (LAN, WAN SAN, VPN, network attached devices, firewall, etc.,) and ability to manage, direct, and evaluate staff; ability to communicate effectively both orally and in writing, ability to follow oral and written instructions; ability to establish and maintain effective working relationships with coworkers, superiors, other departments, and outside agencies. Ability and willingness to effectively work as part of a team and to demonstrate team skills to perform a fair share of team responsibilities.

Supplemental Information: Any combination of education and experience equivalent to a Bachelor of Science Degree in Computer Science or related field and considerable experience in networking and system administration. Requires extensive experience and knowledge of Microsoft Windows environments, Cisco, and local and wide area networks and security. Thorough understanding of SANs, backup systems and disaster recovery, and emergency preparedness strongly desired.

Network certifications in Cisco (CCNA or CCNP) and Microsoft Windows Server preferred.
