Responsibilities/Qualification

Position Summary

Senior Manpower and Training Analyst to support PMS 339 in planning, developing, and documenting Manpower, Personnel and Training Requirements for Navy Surface Ship Programs in the Readiness and Acquisition division. Provide program management and technical analysis for the integration of MPT/FIT requirements for the CG/LSD Modernization Program, DDG 1000, DDG 51, LHA, ESB, and LPD 17 to include manpower and training analysis and documentation.

Responsibilities:

* Function as a Team Player, always ready and able to attend meetings and briefings to take notes and collaborate on the Program Manager's behalf. Also must be able to assume leadership roles facilitating IPT coordination meetings, documenting results, and establishing realistic timelines or POAMs. Act as an action item coordination (both tracking and follow-up).
* Develop briefs, white papers, program plans, and recommendations to government senior-level staff. Leads and/or participates in working groups, program development forums, analytical activities, Integrated Product Teams (IPTs), training, education and other forums as required to accomplish contract requirements.
* Provide manpower and training support to various new construction and modernization programs. Tracks and manages workload and status of all relative products.

* Interface with multiple afloat/ashore activities, program offices, Learning/Warfare Centers, Resource Sponsors, Shipbuilders, Ships Force (SF) crews, Maintenance Centers, Detailers, Subject Matter Experts (SME), and developers to advocate PMS 339 core competencies and execute mission.
* Advise and assist with developing Manpower Personnel and Training (MPT) products to include PSMDs, NTSPs, JDTAs, and FEAs.
* Assist Team by assessing numerous technical and tactical data to include Contract Furnished and Government furnished equipment, Pre Initial Change Proposal (PICP/ICPs), Engineering Change Proposals (ECPs), Ship Change Document (SCD), Fleet advisory instructions/policies, Integrated Logistics Support (ILS), and other naval documents for discovery of major system risks. Provide proper management avenues leading to requirements allocation and execution. Assist customer in Task Planning Sheet (TPS) development and Program Planning
* Develop Cyber Security HM&E MPT analysis products as needed
* Support CG/LSD Mod and PRECOM FIT Advocacy meetings.
* Perform additional duties as assigned.

Education and Experience

* Bachelor's degree plus 5 to 7 years of directly related experience in technical program planning, administration, budgets, and development. Educational requirements may be adjusted or waived for more than 9 years applicable work experience.
* US Navy shipboard experience and technical knowledge sufficient to understand alterations being planned, and the impact of those alterations to Ship's Force and operations is required.
* Experience in program management practices such as metrics development, work breakdown structure development, and logistics planning is a plus.
* Proficient in MS applications (Access, Excel {Including Macros}, Outlook, and PowerPoint is required.
* An Active Secret Security Clearance required for employment.

Knowledge and Skills

* Former Navy Instructor highly desired.
* Possess HM&E experience as well as US Navy ship maintenance and modernization experience is preferred.
* Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.
* Excellent communication, interpersonal and presentation skills are required.

* Ability to effectively translate and communicate technical details to senior leadership.
* Forward thinking, highly motivated and capable of being given an idea and maturing it into a product. Possess the ability to anticipate future requirements.
* Possess critical thinking skills. You will utilize independent thinking to build products in support of the vision of the client Project Manager / Directorate / Deputy Program Manager / Program Manager.
* Excellent communication, interpersonal, and presentation skills.
