JOB PURPOSE:

This position is responsible for leading a team of informatics analysts and developers to support our Value Based Care (VBC) models. Manages that team to perform analyses, design, and development of population identification and financial performance measurement business logic to support Fee For Value (FFV) payment models using SAS and SQL. Reviews and validates source data loaded into the data warehouse for accuracy to ensure results of the business logic are as expected. Integrates data from multiple sources to produce requested or required results. Interacts with business analysts, actuaries, and other stakeholders to understand the needs of the business and the logic required to meet them. Provides technical consulting to various users, advises on how logic is used to determine results, and owns technical support for logic issues. Responsible for prototyping solutions, preparing test scripts, and conducting tests for user acceptance. Maintains knowledge of software tools, languages, scripts, and shells that effectively support our VBC needs. Possesses working knowledge of database management systems and data warehouse front-end tools such as DB2 and Teradata. Must have an extensive knowledge of SAS.

This role leads the informatics area of Enterprise Network Solutions Delivery. This is an enterprise team that enables FFV programs in collaboration with our Lines of Business and five States to further VBC strategic objectives of our organization. As the enterprise business informatics lead for VBC, you will be working in close collaboration with those stakeholders and IT. You will manage informatics delivery of the four major releases each year along with the multiyear roadmap for the enterprise VBC platform. You will also engage as a lead and subject matter expert on informatics of VBC, simultaneously consulting on the numerous FFV efforts that comprise it.

REQUIRED JOB QUALIFICATIONS:

* Bachelor Degree and 4 years information / data management experience OR 6 years information / data management experience.
* 2 years managing large, cross-functional teams and projects
* Experience with business intelligence tools; designing, reporting and delivering analytical solutions; data management and warehousing, and the strategic use of information.
* Knowledge of the Business Intelligence / Data Warehousing industry including strategies, products, technologies, and vendors.
* Experience in auditing quality of informatics, establishing governance and process around data management
* Experience leading technical and non-technical resources in data driven projects
* Excellent written and verbal communication skills at different levels (management, business, technical). Strong leadership, negotiating, and consensus-building skills.
* Strategic thinking and project management skills.

PREFERRED JOB QUALIFICATIONS:

* Proven experience using SAS, Teradata, DB2, SQL, Hadoop/Hive/Pig
* Previous experience in SAS development/programming, data cleansing, and analysis
* Experience with health care data analytics in a large and diverse environment
* Experience with health care claims processing
* Experience with Value Based Care or Fee For Value models
* Advanced degree in Computer Science or related field
* Previous record of being a data subject matter expert, data scientist or architect
