Description:

Provides Motion GEOINT research expertise in support of NSG ground efforts to integrate new motion imagery GEOINT capabilities into the NSG. Embedded in NGA Research efforts to support NTM-L GPMO, supporting research: concept design; studies; analysis of alternatives; requirements, algorithm and special product development; and, mission utility & use cases maturation for transition of R&D capabilities into ops. Investigates adaptation and adoption of commercial technologies, standards, and measures of effectiveness for processing high-volume Motion GEOINT data sets. Serves as a Motion GEOINT SME for the NTM-L project, with an in-depth understanding of current and emerging Motion GEOINT Standards, applications of video compression and motion tracking standards as applied to GEOINT data. Supports sensor modeling.

Successful candidates are desired to have knowledge and hands-on experience with:

* Defining research and development methodologies to develop GEOINT data remediation correction, enhancement, mover detection, and tracking algorithms
* Defining measures of performance & measures of effectiveness for GEOINT data processing algorithms
* Applying systems engineering principals for transition of mature R&D capabilities into operations
* Understanding the image formation processes along with basic photogrammetric standards and principles
* Sensor imaging systems (e.g., NTM, Airborne, Commercial) and GEOINT products (raster and vector)
* Motion GEOINT and the implementation of associated standards, specifications, and frameworks [for example, STANdardization AGreement (STANAG) 4676 (NATO ISR Tracking Standard NITS)]
* Video compression standards (H.264, HEVC), as well as potential geospatial applications for large data container formats such as ISO Based Media Format (IBMF) and HDF5

Specific responsibilities include:

* Serve as NTM-L project technical focal point for Motion GEOINT research activities within NGA Research and the GEOINT Community; remain apprised of emerging Motion GEOINT standards, algorithms (e.g., mover detection and tracking), high-volume imagery processing constructs, and evaluate impacts to NTM-L project and feasibility of adoption
* Apply systems engineering principals for transition of mature R&D capabilities into ops; conduct feasibility assessments and develop requirements, architecture, CONOPS, and transition plans
* Propose research concepts related to Motion GEOINT, working with the NTM-L PMO and NGA Research to drive prioritization and studies implementation
* Conduct studies / technical evals specific to Motion GEOINT (e.g., tools, compression, geopositioning)
* Contribute to the adoption, profiling, documenting, and implementation of Motion GEOINT Standards essential to establishing interoperability and quality of NTM-L products and associated metadata
* Participate in Community Forums/Working Groups related to GEOINT Standards (e.g., MISB) driving development and selection of GEOINT Standards; influence updates and modifications to standards
* Review NSG RFCs to assess and identify functional and operational baseline impacts with respect to Motion GEOINT working with NGA Segments to understand impacts & define associated requirements
* Identify, track, mitigate, and resolve technical risks and issues related to Motion GEOINT methodologies
* Participate in IPTs and TEMs to serve as focal points for managing project execution & resolving issues

Required Qualifications:

* Active TS/SCI clearance Top Secret/SCI (in SCI billet within 2 years; current SSBI within 5 years)
* BS in Engineering, Computer Science, Information Systems, Math, Photogrammetry, Geographic Information Systems, Remote Sensing, Image Science, or equivalent related experience
* 15 years' experience with Systems Engineering & Integration, or directly relevant subject matter expertise
* GEOINT Standards SME (eg., w/NTM, A/B, OPIR, FMV, Motion Imagery, and/or Commercial sensors) with 10 years of recent agency specific experience
* Experience applying Motion GEOINT Standards, specifications, and frameworks (e.g., STANAG 4676)
* Imaging systems, Tasking, Processing, Exploitation, Dissemination processes, products, exploitation exp.
* Ability to work independently and within a team environment
* Good customer teaming skills; ability to collaborate in cross-functional teams
* Strong interpersonal, problem solving, organizational and multi-tasking skills
* Excellent written, verbal, and presentation skills, and ability to lead technical forums

Desired Qualifications:

* MS in Engineering, Computer Science, Information Systems, Math, Photogrammetry, Geographic Information Systems, Remote Sensing, Image Science, or related scientific or technical discipline
* DevOps SME & engineering & integration exp. processing high volume imagery or GEOINT datasets
* Cloud-based processing apps experience including batch and streaming data flows using Apache Mesos or Kafka for workflow mgt, and building data processing pipe-lines for motion GEOINT data processing
* Knowledge of other Community Standards organizations and their policies, procedures, and standards (e.g., GEOINT Standards Working Group (GWG), DoD Information Technology Standards Committee (ITSC), NITFS Technical Board (NTB)), Community Metadata Standards Tiger Team (CMSTT)
* Experience or familiarity with extensible markup language (XML, XSDs) for data exchange
* Knowledge of NSG change management processes (e.g., RFC process)
* Membership in related professional associations, e.g., Association of American Geographers (AAG) and/or American Society for Photogrammetry and Remote Sensing (ASPRS)
