Description of duties

MCR is looking for a self starting Earned Value Management Lead who can lead agile program management efforts in support of state of the art space program developments. You will develop, maintain, and update program earned value baselines and reports for space systems software and hardware capabilities and services.

* Analyze and document Program Contractor Contract Performance Report (CPR), Integrated Master Schedule (IMS), Integrated Program Management Report (IPMR), Contract Funds Status Report (CFSR), Work Breakdown Structure (WBS), and other applicable technical data packages for compliance with Program Contractor contractual requirements
* Analyze, identify discrepancies, recommend corrective action, document the findings and advise the Government
* Analyze and record Program Contractor cost, schedule and risk analysis including Performance Measurement Baseline (PMB), variance, trend, EVM and schedule health metrics to include cost performance index (CPI), schedule performance index (SPI), to complete performance index (TCPI), estimate at complete (EAC), baseline execution index (BEI), and critical path length index (CPLI)
* Identify all contract/program risks and potential impacts to the technical, schedule, and cost performance and assist the Government in analyzing Program Contractor's Over Target Baseline (OTB)/ Over Target Schedule (OTS) documentation
* Develop independent predictability analysis to provide insight into contract technical, cost and schedule performance issues and support Integrated Baseline Reviews (IBR) in conjunction with other analyses
* Train and mentor practical implementation of EVM and scheduling concepts for Government Program Managers and Integrated Product Team (IPT) members.

Basic qualifications

* Master's Degree in Business Administration, Economics, Mathematics, Statistics, Date Analytics, or Engineering. We will consider an equivalent combination of education and experience.
* 10+ years of DoD, Intelligence Community, or Space EVM Experience
* Experience in Integrated Baseline Review planning activities
* Excellent interpersonal skills to effectively communicate the results of evaluations and analysis
* MS-Windows and MS-Office applications expertise
* US Citizenship is required
* Able to attain an active Secret clearance

Preferred qualifications

* Experience with earned value management tools
* Agile software development and/or rapid acquisition initiatives experience
